Position Statement

The Public Service Administrator, Opt 8E, Chief Ride Inspector position is located at our Springfield Office located at 524 S 2nd Street, Springfield, IL. This position serves under the direction of the Carnival Manager. The ideal candidate requires extensive knowledge of modern methods and techniques as applied to the design, installation, operation, and maintenance of mechanical systems and equipment. Must have experience with Carnival and Amusement Ride Safety Law and a variety of other Labor statutes. Minimum Qualifications

1. Requires knowledge, skill, and mental development equivalent to completion of four years of college.
2. Requires prior experience equivalent to three years of progressively responsible administrative experience in a public or business organization.
3. Requires licensure as a professional engineer.

Essential Functions

1. Serves as the licensed professional engineer for the Amusement Ride Safety Division. Performs complex and highly technical engineering research, testing, inspecting and investigating functions related to carnival rides throughout the State. Manages, monitors and evaluates carnival inspectors responsible for conducting inspections and investigations of carnival and amusement rides throughout the State. Serves as Acting Manager of the Amusement Ride Safety Division in the absence of the manager. Trains new carnival inspectors throughout the State on the carnival industry established safety standards and regulations, inspection and investigation techniques and protocols and the issuance of permits.

2. Serves as working supervisor: Assigns and reviews work. Provides guidance and training to assigned staff. Counsels staff regarding work performance. Reassigns staff to meet day-to-day operating needs. Establishes annual goals and objectives. Approves time off. Prepares and signs performance evaluations.

3. Inspects a variety of carnival and amusement rides throughout the State to ensure compliance with established safety standards and regulations. Inspects fixed and mobile amusement rides to ensure compliance with all safety standards and regulations, operator qualifications, cleanliness, and fire prevention. Issues permits to operate when ride or attraction conforms with all applicable safety standards and regulations. Travels throughout the state to investigates incidents, accidents, and fatalities in the carnival industry which require sensitive technical inspection.

4. Receives and reviews all certificates of non-destructive testing (NDT's) for every component that the carnival manufacturer recommends testing reviews to ensure compliance with manufacturer's specifications.

5. Receives notifications of mechanical failures, accidents, and fatalities in the carnival and amusement ride industry throughout the State. Contacts and/or dispatches inspector in geographic region of incident within 24 hours of receipt of notification. Supervises and assists in the investigation. Collects information regarding the incident to determine cause and violations attributable to the incident. Prepares technical report of incidents. Develops plan of action to resolve violations and monitors the implementation of planned actions. Develops and distributes to carnival ride owners, operators, manufacturers and installers comprehensive recommendations and necessary actions for the prevention of reoccurrences.

6. Serves as technical consultant and liaison between the Department of Labor and carnival industry personnel and governmental entities. Upon request, represents the agency and carnival division at meeting with various interest groups and disseminates information necessary to fulfill the goals and objectives of the carnival division. Assists Division Manager with coordinating Carnival and Amusement Safety Board meetings
and participates in rulemaking proceedings.

7. Prepares a variety of special studies, projects and reports requiring engineering expertise. Performs research and attends seminars and training sessions in the field of mechanical engineering to stay knowledgeable and keep abreast of current engineering issues that affect carnival and amusement rides. Provides training to carnival inspectors to enhance their technical knowledge and inspection skills. Performs special assignments as requested.

8.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Preferred Qualifications (In Order of Significance)

1. Four (4) years of experience in modern methods and techniques as applied to the design, installation, operation and maintenance of mechanical systems and equipment.
2. Four (4) years extensive knowledge of the strength and stress potential of metals and the safety factors involved in the design, construction, installation and operation of mechanical systems and equipment.
3. Four (4) years of independently collecting, analyzing and reporting significant engineering data and ability to understand, disseminate and interpret comprehensive engineering reports, plans and specifications.
4. Four (4) years of recognizing and reporting errors, inconsistencies and other deficiencies in technical data.
5. Three (3) years of exercising judgment and discretion in developing, implementing, and interpreting departmental policies and procedures.
6. Two (2) years of developing and maintaining cooperative working relationships.

Conditions Employment

1. Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
2. Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.
3. This position is considered heavy work as defined by the U.S. Department of Labor (20 CFR 404.1567(d)). Heavy work involves lifting no more than 100 pounds at a time with frequent lifting or carrying of objects weighing up to 50 pounds.
4. Requires ability to attend seminars, conferences, and trainings to stay current on methods, tools, ideologies, or other industry related topics relevant to the job duties.
5. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
6. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
