Job Description - ITC Manager

PURPOSE OF THE JOB

  • Plan and lead the Installation, Test, and Commissioning (ITC) of Communication Based Train Control (CBTC) Systems utilizing ALSTOM Urbalis FLO solution supplied by ALSTOM to Airport People Movers (APM) and transit systems in North America.
  • Manage the technical supervision of the field installation phase, ensuring a successful handover to Test and Commissioning, plan and execute Test and Commission phase until handover to Customer for revenue service operation and start of Warranty.
  • As a core member of the project team, ensure successful project execution, including Quality, Cost, and Delivery (QCD) commitments, and compliance with the company processes, company strategy, policies, standards, and local regulations.
  • Manage and oversee all ITC personnel assigned to the project, both on-site and in-office.
  • Collaborate with the Verification and Validation (V&V) Manager to define and implement the V&V strategy for laboratory and on-site testing.

MAIN RESPONSIBILITIES  

Key Accountabilities

  • Governance:
    • Responsible for the Quality, Cost, and Delivery (QCD) of the Installation, Test, and Commissioning (ITC) Work Package in the project.
    • Proactively manages internal interfaces with Project Engineering, Industrial and Warranty, and external interfaces with Partners, third parties, and Customers, related to the ITC technical scope.
    • Deploys and ensures the application of Installation and T&C processes by the ITC team within the project.
    • Pro-actively manages internal interfaces with project engineering, installation and external technical interfaces with Partners, Third Parties and Customers for T&C activities.
  • Planning:
    • Plans activities and resources for installation supervision, site subsystem testing, site test and commissioning activities required to achieve revenue service of the signaling CBTC system.
    • Coordinates with the customer to ensure site access is planned and granted in accordance with the approved project schedule.
    • Plans ITC activities and resources, creates and updates the ITC schedule as input to the main Project schedule

detailing activities, durations, and resources needed.

    • Plan and coordinate the necessary field work shifts and day by day planning to ensure a successful execution of field ITC activities.
    • Provides weekly updates of activities, anticipates deviations and delays that could impact overall schedule, proposes relevant corrective action plans.
  • Quality:
    • Ensures ITC activities are carried out correctly and on time, according to the plan, budget, and contract requirements, and that Alstom standards are fully followed.
    • Acts as the ultimate responsible for ITC CDRL deliverables, planning their development with the support of the Pittsburgh Support Team, authoring some Test Procedures, verifying and approving others developed by others.
    • Delivers T&C plans, procedures, method statements.  
  • People and Time Management:
    • Manages installation contractors to ensure delivering scope on time and to quality standards required by Alstom.
    • Coordinates staffing and training of the ITC team.
    • Manages ITC personnel and activities on site, ensuring resources assignment and shifts are properly planned and trained to meet project milestones and comply with local regulations and EHS rules.
    • Issues a Monthly Resources Planning in accordance with the Project Schedule and manages gaps with the Dept. Head.
    • Monitors and controls non-productive hours (CONQ - Cost Of Non Quality), ensuring accurate tracking and reporting in the work package review and ROP (Risks and Opportunities Matrix), to minimize costs and optimize resources
    • Ensures EHS compliance (Zero deviation), reports, and anticipates issues.
  • Technical Scope:
    • Supports ITC testers executing tests, log analysis, and test reports.
    • Leads the team by example, with a clean and well-planned test execution strategy.
    • Has ownership of Project main milestones, leading the execution of them on-site.
    • Actively participates in the V&V (Verification and Validation) team, explaining system behaviors experienced on site and proposing mitigations to allow safe operation.
    • Manages tools and ensures accurate calibration.
    • Anticipates risks of technical issues and non-conformities, based on trend of field test results and promptly reports to them to the project manager and ITC Department Head.
  • Communication:
    • Interface external customers as required and directed by the PM, as well as coordinate with the other project team functions (Engineering, System Integration Test, Safety Validation, HSE, Planning, Finance and Project Controlling) to ensure successful project execution.
    • Provide regular reports to Project Manager and Senior Management through periodic KPIs and, Work Package Reviews and Project Reports. Resolve deviations, delays and other issues affecting or preventing progress of ITC activities.
    • Promptly reports critical issues and progress of their resolutions to management.
    • Provides test reports to Safety, supporting them in analyzing deviations and bugs identified during tests, and anticipates issues related to Quality, Cost, and Delivery (QCD) and EHS.
    • Ensures all design-related issues are correctly reported in the adequate tools, including defect description and associated test context.
    • Issues the REX (Returns On Experience – lessons learned) on ITC activities and proposes updates/improvements to the Installation and T&C way of working/process/tools and the T&C Reference Library to optimize T&C performance.

Performance Measurement

  • Successful execution of ITC Work Packages, meeting agreed-upon Quality, Cost, and Delivery (QCD) targets.
  • Effective management of the ITC Team on-site, fostering a growth-oriented and respectful work environment in accordance with Alstom policies.
  • Proactive scope management, ensuring timely identification and tracking of Risks and Opportunities within the Core Team.
  • Ensuring full compliance with Environmental, Health, and Safety (EHS) standards, maintaining a Zero Deviation record, and adhering to relevant regulatory requirements.
  • Achieving Project critical milestones according to schedule, ensuring timely progress and delivery.
  • Conducting regular biweekly reviews of the schedule and resources planning, optimizing resource allocation, and ensuring efficient project execution.

MAIN REQUIRED COMPETENCIES

Educational Requirements

Mandatory:

  • Bachelor's Degree in Engineering (Electronics, Embedded Systems, or related field) or equivalent experience.
  • Proficiency in English language, with excellent reading, writing, and speaking skills.

Desirable:

  • Master's degree in a relevant field (e.g., Engineering, Computer Science).
  • Project Management Certification or equivalent experience in managing projects.

Experience

Mandatory:

  • Minimum of 8 years of experience in Installation, Testing and Commissioning (T&C), or Verification and Validation (V&V) activities for signaling projects, with a proven track record of success.
  • Demonstrated experience in managing projects by Quality, Cost, and Delivery (QCD) objectives, with a strong focus on achieving project milestones and meeting customer expectations.
  • In-depth knowledge of multiple subsystems, including signaling, track, and power, with a comprehensive understanding of system integration and global system view.
  • Proven experience in interfacing with external customers, partners, and internal stakeholders, including V&V, Design, and Installation teams, to ensure effective project execution and collaboration

Desirable:

  • Proven experience in team management, with a successful track record of leading cross-functional teams and achieving project goals.
  • Familiarity with Alstom's rules and processes, including knowledge of company policies, procedures, and standards.
  • Strong understanding of Quality, Environmental Health and Safety (EHS), and Railway safety principles, with experience in implementing and ensuring compliance with relevant regulations and standards.
