Oceaneering International, Inc. Marine Systems Division (OII-MSD) is seeking a Program Manager for our Chesapeake, VA location who will be responsible for results achieved in terms of costs, schedule, and performance for submarine and /or other assigned projects. The Program Manager will manage the contractual and financial aspects of all assigned projects enabling the Project Managers to focus on day-to-day production. A strong background in project management and both the financial and engineering aspects of managing a business, including personnel management, safety, and profit/loss, is required. The Program Manager will clearly communicate and coordinate team management efforts involving all the activities within Marine Services Division and the Programs Department and across full range of interaction with Manufacturing, QA, Engineering, Purchasing, Production and Functional Support Departments. The work is diversified and complex, resulting in problems which are not readily apparent; symptoms may be vague, and facts may be incomplete. The impact of decisions will be of significant magnitude, and significant errors could result in major expense, loss of important customer accounts or damage to company prestige and good will. Duties & Responsibilities


• Reports to the Director of Programs for Submarine Projects and other projects assigned by the Director of Programs.
• Oversees Project Managers in the leading and managing of their assigned projects per Project Management Principles.
• Maintains a positive profit center in support of Oceaneering's other departments and ultimately, other divisions.
• Supports the Director of Program in the development and implementation of strategic and operational business objectives.
• Promotes Customer relations through frequent communication. Consults with Customers to gain cooperation and acceptance of ideas and actions. Projects a positive image to employees, Customers, and similar industrial companies by ensuring a cost-efficient, quality product is produced in accordance with the Customers' requirements.
• Working with the Contracts Office, evaluates new quotations and estimates and ensuring prompt on-time Contract deliveries. Works with the Business Development/Strategic Planning team to identify and pursue new customers, programs, and business opportunities.
• Maintains a positive work environment, providing adequate opportunities for employee personal growth. Ensures that the Division meets all Federal, State, Local and Company laws, regulations, and policies. Mentors' subordinates and other senior managers by providing guidance, training, and performance evaluations through personal example. Provides accountability requirements and goals used for conducting annual performance evaluations of department personnel. Takes proper and judicious disciplinary measures when required. Consults Human Resources for assistance with employee relations issues. Provides advice to the Director of Programs, Director of Production, and GM/VP in hiring/releasing actions, merit increases, and other employee performance actions.
• Formulates, reviews and updates methods and processes to increase safety, quality, and production effectiveness. Provides independent judgment in the resolution of problems that may not be readily apparent due to unforeseen circumstances, vague symptoms, or incomplete facts/figures.
• Identifies and develops marketing and business plans for targeted opportunities that fall within the capabilities of the Company. Markets and captures work to ensure the Company's Core Business Objectives and competitiveness in the marketplace is maintained. Keeps abreast of evolving technology and procedures, which may enhance the opportunities for future projects.
• Reviews cost estimates for ROMs or responses to RFQs or growth and new work. Must have the ability to work with the Scope of Certification/SUBSAFE organization, Engineering, Production, Program, Contracts, Finance, Quality and Resource Departments.
• Ensures timely delivery of accurate financial information and Contract submissions. Tracks financial progress and status of assigned projects and develops and coordinates corrective actions/adjustments when necessary to ensure profitability.
• Prepares cost estimates for ROMs or responses to Requests for Quote. Must have the ability to work with the SUBSAFE organization, Engineering, Quality, Production, Contracts, Supply, Resource, and other Functional Departments.
• Assists Business Development Manager and other company representatives in efforts to expand customer base.
• Tracks financial progress and status of assigned projects and develops and coordinates corrective actions/adjustments when necessary to ensure profitability. Must have the ability to read and interpret financial reports.
• Provides advise, consult and/or counsel to/with company managers, contacts, and customers as necessary to gain cooperation and acceptance of ideas and actions.
• Develops problem/issue solutions that require use of independent judgment following company policies and procedures.
• Formulates methods, processes, and process improvements to ensure work is conducted in the most efficient and productive manner. This requires frequent application of original and independent thinking in developing complex methods, products, or systems.
• Makes decisions and takes independent action, following broad objectives on strategic and operational matters affecting a major function or department in the organization. Decisions are subject to guidance from executive/senior management. These decisions and action may include determining the priority of projects, personnel requirements, and control of overhead costs.
• Requires regular visits to production work sites in industrial areas such as shipyards and naval bases, including shipboard sites. Routinely requires moderate levels of physical and mental coordination equivalent to frequent and sustained use of office equipment such as a typewriter or computer terminal, drafting equipment, machinery, or other technical equipment.
• Conducts analysis of Quality and ISO 9001: 2001 data. Qualifications MINIMUM REQUIREMENTS: EDUCATION:

  • Bachelor's Degree in an engineering discipline from an accredited college or university, or Professional Engineers (P.E.) license.
EXPERIENCE:

  • Ten (10) years' experience in management of engineering projects involving maintenance, repair, testing, product improvement, or alteration of naval ship Hull, Mechanical, Electrical, Electronic, Ordnance equipment and systems.
  • Ten (10) years of working experience in engineering projects involved in design, test, maintenance, or operation of Hull, Mechanical, Electrical, Electronic, Ordnance equipment Systems and equipment.
  • Demonstrated working knowledge of Naval Sea Systems Command, Naval Surface Warfare Center, Naval Shipyards, and Supervisor of shipbuilding, Conversion and Repair and Type Commanders' organizations.
  • Certified Project Management Professional (PMP) or Program Management Professional (PMP) from the Project Management Institute (PMI) is preferred. Knowledge of Project Management principles is required.
  • Demonstrated experience requiring proficiency in MS Project or similar project scheduling tools.
  • Demonstrated understanding of basic Federal Acquisition Regulations (FAR) and the Cost Accounting Standards (CAS) requirements.
  • Demonstrated understanding of the basic types of Government contracts such as fixed price, cost reimbursable, incentive fee, award fee, and/or time & material, and how they impact project execution decision-making.
  • Must be a U.S. citizen who is not a dual citizen of any other country.
  • Must have a security clearance issued by the U.S. DoD.
