Reporting to an Instructional Services Director, the Instructional Services Manager plans, develops, implements, administers, and evaluates noncredit and credit instructional services programs to meet the needs of Adult Education students enrolled in English language classes or pursuing a High School Equivalency (HSE) diploma through the GED® test or other pathways, and transitioning to postsecondary education. The position administers programs including Adults Achieving a College Education (Adult ACE), College Credit Pathway to a High School Diploma, ESL and GED® Preparation for Partners, Online GED, and other Community Development Division academic programs. The position also hires, trains, schedules, supervises, and evaluates instructors and staff to ensure high-quality instructional delivery and student services.
30% - Plans, develops, implements, and administers student development and instructional support services programs to meet the training needs of students, the community, and industry. Administers the delivery and evaluation of Adults Achieving a College Education (Adult ACE) aligned with the Language and Literary Culture of the USA academic certificate and Maricopa Community Colleges (MCCCD) associate’s degree programs, College Credit Pathways to a High School Diploma, ESL and GED® Preparation for Partners at workplace locations, Online GED®, and other academic programs; Administers instructional delivery; Supports curriculum development, revision, and alignment with Arizona state standards; Oversees program/project plans and activities; Manages student and community events; Makes oral and written presentation to local and national groups; Develops and conducts training and formal workshops; Develops program marketing materials and program-related communications across Rio Salado College locations.
25% - Plans and coordinates class scheduling; Facilitates testing and tutoring services to support student success, retention, and completion; Manages instructional and student services across multiple locations; Implements program improvements to maximize student enrollment and retention; Manages student enrollment, registration, scholarship awards, and orientation processes; Develops and maintains partnerships with key stakeholders in the community and external agencies and organizations; Facilitates program activities with community partners.
20% - Plans, hires, trains, monitors, organizes, assigns, supervises, and evaluates instructors and staff; Supports employee training, conducts professional learning, observes instructors, facilitates meetings, and engages in staff development. Collaborates with Adult Education teams to support students’ holistic needs and case management across the student life cycle.
15% - Participates in program planning and decision-making; Ensures compliance with applicable district, college, and Arizona Department of Education regulations, policies, and program requirements; Supports the achievement of program objectives, goals, and outcomes; Monitors program compliance, including Adult Education curricular alignment with Arizona state standards; Manages program and college database activities, including data entry and reporting deadlines; Manages student record maintenance and audit activities for assigned programs; Monitors and supports the management of program expenditures.
10% - Develops and administers contracts, memorandums of agreement, and program reports; Ensures compliance for scholarship funds, including the Maricopa Grant, Distinguished Transitions, and Maricopa Colleges Foundation scholarship funds, college budgets, and laws in collaboration with participating organizations, MCCCD Legal Services, Financial Aid, and Business Services; Attends college, district, and Arizona Department of Education meetings and events; and other duties as assigned.
Bachelor’s Degree from a regionally accredited institution in education, organizational development or directly related field, five (5) years of related experience such as planning, developing, implementing, administering, and evaluating instructional services programs which includes two years of supervisory experience. A Master’s degree and three years of the above-listed experience, which includes two years of supervisory experience, may be required for some assignments.

Associate’s Degree from a regionally accredited institution in education, organizational development or directly related field, seven (7) years of related experience such as planning, developing, implementing, administering, and evaluating instructional services programs which includes two years of supervisory experience. A Master’s degree and three years of the above-listed experience, which includes two years of supervisory experience, may be required for some assignments.

High School Diploma/GED and nine (9) years of related experience such as planning, developing, implementing, administering, and evaluating instructional services programs which includes two years of supervisory experience. A Master’s degree and three years of the above-listed experience, which includes two years of supervisory experience, may be required for some assignments.
