SUMMARY
Under the direction of the Operations Supervisor, ensures that all SCADA points are operating correctly on the City’s water distribution system. Provides direction to the water distribution controllers. Responsible for the overall control and monitoring of water pressures and water quality including chlorine residuals, water age, and storage tank turnover rates.

ESSENTIAL DUTIES AND RESPONSIBILITIES
Maintains supervisory control over the City’s water distribution system via the SCADA system.
Monitors and regulates the amount of water distributed throughout the water system while maintaining water quality in accordance with Federal, State, and City regulations related to public health.
Oversees the collection and reporting of water samples for monthly bacteriological monitoring as required by State and Federal agencies.
Analyzes all installation, operation, and troubleshooting of various technologies and equipment relating to SCADA including PLCs, Analyzers, Communication Systems, as well as other SCADA domain Computers, Software, Cellular Devices, and Tablets.
Oversees the operation and maintenance of the water distribution facilities including system pump stations and storage facilities.
Records adequate information pertaining to flows, pressures, residuals, and trends associated with treatment and distribution practices.
Coordinates operational activities such as planned and unplanned outages while bringing assets into/out of service. May perform various exercises and scenario planning to identify operation efficiencies.
Assists customers, engineers, and developers with water distribution information.
Performs calculations associated with required tests, water distribution, and quality control procedures.
Able and willing to work a rotational stand-by schedule and able to work overtime as needed.
This position is considered a first responder in the event of a citywide emergency or disaster situation. During such an event, this position will respond and perform tasks that are assigned based on the need of the situation.
Reporting relationships, work assignments, and work schedules may be subject to change in order to meet City needs or operational requirements. Attendance at work and the ability to get along with the public, supervisors, and co-workers are essential elements of this position. Other duties may be assigned.
SUPERVISORY RESPONSIBILITIES
Responsible for mentoring and facilitating daily tasks for the Water Distribution Controllers.
QUALIFICATIONS

EDUCATION and/or EXPERIENCE
One year certificate from college or technical school and three (3) + years related experience and/or training; or equivalent combination of education and experience.
LANGUAGE SKILLS
Ability to write routine Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure reports and correspondence. Ability to speak effectively before groups of customers or employees of an organization.
MATHEMATICAL SKILLS
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percentage.
REASONING ABILITY
Ability to deal with Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. problems involving several concrete variables in standardized situations.
CERTIFICATES, LICENSES, REGISTRATIONS
- Must possess and maintain a valid driver’s license
- Possess or has the ability to obtain a Class IV Water Distribution Operator License
- Must possess and maintain a personal telephone for emergency call-outs

The noise level in the work environment is occasionally loud.
WORK HAZARDS
Work hazards for this position include:
Noise from jackhammering concrete or asphalt, heavy equipment operations, air compressor, generators, hydro jet trucks, vacuum trucks, cutting/sawing operations, large electric motors, motor driven pumps, electric saws, drills, and grinders.
Chemical, Bacteriological and Physical Injury Hazards for this position would include:
Water treatment chemicals, Methane gas, natural gas, low oxygen levels, oxygen rich levels, hydrogen sulfide gas, asbestos dust, clay dust, concrete (skin contact), Hepatitis A, B and C, drowning, equipment injuries, traffic accidents, snake bites, insect bites, poison plants, and excavation cave-ins.
