Job Description:

JOB SUMMARY

  • The 9-1-1/Public Safety GIS Systems Analyst plays a key role in supporting our 9-1-1 CAD and integrated emergency response system(s).

  • This position will involve the management, analysis, and integration of spatial and public safety data, as well as the development and enhancement of an enterprise-level public safety GIS framework.

  • The ideal candidate will help integrate multiple GIS platforms into a cohesive system that improves operational efficiency and enhances decision-making capabilities in public safety operations.

REPORTING RELATIONSHIPS

  • Worked is performed under the general supervision of the DPS Technology Operations Manager.

ESSENTIAL JOB FUNCTIONS

1. Development, Enhancement, and Sustainment of the 9-1-1 / Public Safety GIS Framework:

  • Lead efforts to develop and enhance the enterprise-level GIS framework for 9-1-1/public safety applications; Serves as primary contact and support for all 9-1-1/Public Safety GIS software and functions. Works with County IT as well as contractors to support GIS functions.

  • Design and implement GIS architectures that support seamless data integration, accessibility, and scalability across the 9-1-1 and public safety ecosystem.

  • Collaborate with the County IT teams and external public safety partners to ensure the GIS framework meets current and future operational needs.

2. Spatial Data Collection and Management:

  • Collect, maintain, and update GIS data critical to 9-1-1 emergency response operations, including streets, addresses, infrastructure, and public safety assets.

  • Ensure GIS datasets are accurate, consistent, and up to date to support day-to-day operations and emergency response planning.

3. Spatial Data Analysis and Reporting:

  • Conduct spatial analysis to identify patterns, optimize resource allocation, and improve emergency response capabilities.

  • Generate and provide reports, maps, and visualizations for decision-makers, emergency responders, and public safety personnel.

4. Mapping and Visualization:

  • Create, edit, and update maps for emergency response, incident management, and strategic planning purposes.

  • Develop intuitive visualizations that effectively communicate complex geographic data to both technical and non-technical users.

OTHER SPECIFIC TASKS OR DUTIES

5. Integration of GIS Platforms:

  • Integrate all public safety GIS platforms (e.g., CAD, RMS, AVL, County IT GIS libraries, 9-1-1 CAD, WebEOC platforms, Geolynx, GeoComm) into the enterprise-level GIS framework to ensure smooth interoperability and real- time data sharing.

  • Work with external vendors and stakeholders to ensure the successful integration of GIS data with public safety technologies and platforms.

6. Technical Support and Troubleshooting:

  • Provide GIS technical support and troubleshooting assistance to 9-1-1 dispatchers, emergency responders, and other public safety personnel.

  • Resolve GIS-related issues efficiently, ensuring minimal disruption to critical operations during emergency events.

7. Training and Documentation:

  • Develop and maintain comprehensive documentation on GIS processes, data standards, and workflows for public safety personnel.

  • Conduct training sessions for 9-1-1 staff, emergency management personnel, and stakeholders on GIS tools and technologies, with an emphasis on the integrated public safety GIS framework.

MINIMUM QUALIFICATIONS 

  • Bachelor’s degree in Geographic Information Systems (GIS), Geography, Public Safety, or a related field, or equivalent experience and three (3) years of experience administering CAD GIS or other enterprise-level public safety GIS systems (situational awareness platforms, mass alerting platforms, or other early warning systems) or,

  • Associate’s degree in Geographic Information Systems (GIS), Geography, Public Safety, or a related field, or equivalent experience and five (5) years of experience administering CAD GIS or other enterprise-level public safety GIS systems (situational awareness platforms, mass alerting platforms, or other early warning systems) or,

  • Familiarity with public safety data standards (e.g., NENA, ANI/ALI data).

  • GIS certification(s), such as Esri Technical Certification or QGIS certifications preferred.

KNOWLEDGE, SKILLS AND ABILITIES

  • Proficiency in GIS software, including Esri ArcGIS (ArcMap, ArcPro), Quantum GIS (QGIS), and other common GIS tools.

  • Strong understanding of GIS integration techniques, database management, and enterprise GIS architecture.

  • Knowledge of public safety systems, such as Computer-Aided Dispatch (CAD), Records Management Systems (RMS), and Automatic Vehicle Location (AVL) Systems.

  • Excellent analytical, organizational, and problem-solving skills.

  • Ability to work well under pressure and handle time-sensitive tasks effectively.

  • Strong communication and interpersonal skills to collaborate across teams and with stakeholders.

  • May be required to work outside of normal business hours to attend meetings or in an emergency situation.

REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES

  • Must possess a valid Pennsylvania Class “C” operator’s license.

  • Must complete FEMA courses: IS-100, IS-103, IS-200, IS-700, IS-800, IS-922.A, ICS-300, ICS-400 within two (2) years of hire.

  • Attains certifications that enhance knowledge in this position, as assigned.

  • Certification in ARC/GIS I and II is preferred or must be achieved within two (2) years of hire.

  • A person in this position may not have been convicted, plead guilty, or plea no contest to a felony or serious misdemeanor.

  • Must complete PA State Police Background Check and applicable CJIS Training.

  • Must consent and pass a drug screening.

PHYSICAL REQUIREMENTS/WORK ENVIRONMENT

  • An employee in this class must be able to communicate, sit, stand, walk, reach, and twist frequently. This role requires onsite work at both the Department of Public Safety office in Manheim and the downtown office located at 150 North Queen Street, Lancaster. Onsite presence at both locations is essential to ensure effective collaboration with stakeholders, support operational needs, and maintain service continuity.

  • An employee in this class must be able to communicate, sit, stand, walk, reach and twist frequently. Employee must be able to sit and stand for extended periods of time. Employee will assist with office equipment maintenance as well as other computer and building systems. Therefore, employee must be able to pull, push, kneel and squat occasionally. Lifting up to 10 pounds will be performed frequently and lifting up to 50 pounds may be required on occasion.
