Job Description - Accountant

SEMMCHRA is seeking an experienced Accountant or and individual currently operating in a comprehensive Accounting Technician position who has the goal of attaining an Accountant position through training and experience. Candidates must be able to work in a team environment to accomplish daily accounting duties and collaboratively compile monthly financial statements and annual audit information. JOB DESCRIPTION:


Under limited and technical supervision of the Chief Financial Officer (CFO) or Chief Executive Officer (CEO), supervises and coordinates all accounting work in the areas of accounts receivable, accounts payable, billing, general accounting, financial reports and statements for all programs and the overall operations of the HRA. Provides technical assistance to program staff to successfully integrate the agency computer system into overall program functions and responsible for the agency's annual audit and assisting in annual budgets, investments, and financial analysis. Responsible for validity, completeness, and accuracy of fiscal department work and ensures all reporting and financial statements are completed according to agency standards.


 


DUTIES AND RESPONSIBILITIES:



  • Responsible for understanding and either backing-up or completing all job duties of Accounting Technician.

  • Responsible for prioritizing and completing all activities relating to the day-to-day fiscal operations of the HRA.

  • Establishes operation policies and procedures for day-to-day fiscal operations of the HRA in accordance of GAAP, GASB and applicable FASB rulings.

  • Maintain complete accounting records including cash receipts, cash disbursements, fixed assets subsidiary ledger, and general ledger.

  • Maintain final asset records including additions, deletions, transfers, inventory, and depreciations of HRA assets for accounting and insurance purposes.

  • Implements, monitors, and ensures internal controls are in place for all financial functions and responsible for accurate and timely financial reporting.

  • Ensures monthly completion of reconciliation of subsidiary records to general ledger, bank reconciliations, accounts receivable, accounts payable, cash receipts, cash disbursements, fixed assets, and prepares all required reports to regulatory agencies.

  • Reviews all changes in State and Federal regulations and makes necessary changes in fiscal policies and practices to ensure compliance with changes.

  • Reviews all vendor invoices to determine coding to various programs and prepares for

  • Review or prepare reconciliation of all bank accounts

  • Responsible for completing accurate, timely monthly financial statements and quarterly financial commentary to CFO/CEO and presenting when requested. Recommends changes and brings account variances to CFO/CEO attention through monthly review of financial statements.

  • Aids and advises directors in budgetary project financing and operational

  • Coordinates and assists the CFO/CEO in annual fiscal budget

  • Coordinates and recommends to CFO/CEO cash positions for investments including excess cash and escrow funds. Maintains investment summary.

  • Responsible for an ongoing review of processes to eliminate unnecessary

  • Analyzes, plans, organizes and controls implementation utilization of fiscal software application systems.

  • Responsible for the financial reporting of Tax Increment Financing Districts, Grants, and all other funder reporting as required.

  • Responsible for ensuring accuracy and timeliness of all financial data and reporting including accurate completion of A-133 audit, schedules, reconciliations, consolidations, commentary, and analyzing which includes all funder financial reporting.

  • Act as a liaison to all SEMMCHRA departments to ensure management, reporting and tracking are understood and occurring.

  • Supervises staff and defines the immediate goals of staff and directs their activities as outlined by CEO/CFO. Project lists and plans utilized to communicate and direct.

MEASUREMENTS OF PERFORMANCE:



  1. Successfully completing assignments per standards and relative to quality, quantity and timeliness of work according to industry standards and generally accepted accounting.

  2. Completeness, accuracy and timeliness of all operational and financial reports, records, as well as supporting subsidiary reporting for billing, accounts payable and receivable work per industry standards and generally accepted accounting principles.

  3. Number of errors in the calculation of accounting/journal entries, accounts payable, accounts receivable, payroll, financial projections.

  4. Effectiveness in dealing with the public and other employees in a tactful professional manner and with ability to build rapport.

  5. Accurate, complete, and timely use of project plan and lists to track and prioritize work of individual and department.

  6. Uphold ethical standards set by industry and field while producing unbiased financial


 


KNOWLEDGE, ABILITIES AND SKILLS:



  1. Strong working knowledge of computer operations and accounting

  2. Demonstrated federal, state, and GAAP accounting principles applied in previous work

  3. Demonstrated ability to present complex financial matters and handle difficult and contentious situations.

  4. Advanced excel training and demonstrated skills

  5. Sensitive and equitable handling of complaints and conflicts, as well as confidentiality of all financial items.

  6. Ability to communicate clearly, technical concepts, orally and in writing to management team and non-technical personnel.

  7. Practice procedures which are in conformance with HRA's policies and federal and state

  8. Possesses strong project management skills and is proactive in the development and communication of project plans.

  9. Ability to multi-task and set priorities to meet deadlines and agency

  10. Ability to supervise and delegate to staff so fiscal operations are managed efficiently and effectively



     


    QUALIFICATIONS:


    Bachelor’s degree in accounting, finance, business administration or 15 or more years of equivalent work experience demonstrating advanced accounting knowledge and application ability. At least four (4) years of experience with full spectrum accounting and bookkeeping experience – subsidiary through financial statement and audit compilation required. Continuing education and travel required. Must be a licensed driver and have a car available for carrying out assignments.



    PHYSICAL REQUIREMENTS:


    This work requires the frequent exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently requires walking, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).


     


    SPECIAL REQUIREMENTS:


    Applicable agency and department training necessary to meet the essential functions will be provided upon hire.


    Valid driver's license in the State of Minnesota.
