Description of Work

*Primary Purpose of the Position
This position is to perform the duties of the General Ledger Unit Manager in his/her absence. Work with the manager in assigning and monitoring the daily task of the General Ledger Unit staff. The individual in this position must understand system integration and the impact of integration as they carry out their own duties as well as in the direction and training of other employees. It is necessary to understand the operations of each General Ledger employee and how those operations impact follow-on operations and eventually reporting in SAP. This individual should have access to and be able to carry out any duty assigned to the unit or unit manager.

Specific duties include reconciling the Warrant account with the State Treasurer’s Office, analyzing warrant status to determine necessary treatment. Notify other agencies of outstanding warrants in a timely manner in accordance with State Controller’s mandate. Reissue, cancel or escheat as required. To analyze and research unusual problems occurring in the accounting system and work with the General Ledger Unit Manager and BSIP functional team for resolution. Actively participate in the development, testing and implementation of new procedures in SAP.

Knowledge Skills and Abilities/Management Preferences

Salary Grade and Salary Range: NC15 / $53,164 - $93,038

Management prefers applicants that demonstrate the following:

• Knowledge of generally accepted accounting principles and practices.
• Knowledge of Government Accounting Standards Board (GASB) practices.
• Knowledge of current accounting and financial management systems.
• Experience interpreting and applying complex Federal and State fiscal regulations.
• Experience in using accounting judgement and theory to independently resolve fiscal issues, provide technical guidance, and present results of analysis to program administrators.

Minimum Education and Experience

Bachelor’s degree in accounting, or a degree in business administration, finance, public administration, or a related discipline from an appropriately accredited institution with 18 semester hours of accounting coursework; and four years of professional accounting/auditing experience in the preparation of interpretive or analytical accounting, financial statements and reports; or equivalent combination of education and experience.
