JOB SUMMARY PURPOSE:

Under the supervision of the Manager –Regulatory Accounting, performs professional regulatory accounting functions related to the collection, analysis, reconciliation, and reporting of financial, operational and quantitative data used in regulatory filings, rate proceedings, and internal business processes. Develops schedules, work papers, journal entries, accounting analyses, testimony support materials, responses to discovery requests, and regulatory filings in support of Company proceedings before regulatory agencies and for internal business purposes. Supports compliance with applicable accounting standards, regulatory requirements, commission order and company policies. Responsibilities increase in complexity, independence, and scope based upon job level, experience, and demonstrated expertise. 

EDUCATION:     

Bachelors Degree from an accredited college or university with a BBA in Accounting

Minimum of thirty (30) hours of accounting courses

Certified Public Accountant preferred

EXPERIENCE:     

3-5 years or more experience required 

MINIMUM KNOWLEDGE, SKILLS & ABILITIES: 

  • Knowledge of generally accepted accounting principles (GAAP), the FERC Uniform System of Accounts, state regulatory accounting and reporting requirements, and accounting control procedures.

  • Ability to research, analyze, interpret, and apply accounting standards, regulatory orders, rules, regulations, and emerging accounting guidance.

  • Ability to prepare and analyze financial reports, supporting schedules, reconciliations, work papers, and regulatory filings.

  • Proficiency with Microsoft Office applications, including Excel, Word, Outlook, and Adobe Acrobat, as well as enterprise accounting, financial reporting, and document management systems utilized by the Company, including Oracle, PowerPlan, Livelink, AFRM, and UI.

  • Strong analytical, organizational, and problem-solving skills.

  • Effective verbal and written communication skills, including the ability to clearly explain accounting concepts and financial information.

  • Ability to establish and maintain effective working relationships with employees, management, regulatory agencies, consultants, outside counsel, and other stakeholders.

  • Ability to exercise sound judgment and maintain a high level of discretion and confidentiality regarding sensitive financial and regulatory information.

ESSENTIAL JOB FUNCTIONS:  

  • Prepares, supports, and/or reviews jurisdictional regulatory accounting reports, adjustments, schedules, reconciliations, and supporting work papers in compliance with regulatory accounting principles, Commission rules, filing requirements, and governing orders.

  • Prepares, analyzes, and reviews fuel reconciliation calculations, deferred fuel accounting entries, nuclear fuel accounting transactions, regulatory assets and liabilities, and other regulatory accounting matters in accordance with applicable accounting standards and the FERC Uniform System of Accounts.

  • Maintains and reconciles regulatory-related accounts and supporting records to ensure accuracy, completeness, and compliance with regulatory and financial reporting requirements.

  • Prepares and reviews accounting analyses used in regulatory proceedings, rate case filings, fuel reconciliation filings, cost recovery mechanisms, compliance filings, and other jurisdictional matters.

  • Coordinates with internal departments, outside consultants, regulatory witnesses, and legal counsel to obtain, validate, reconcile, and document financial, operational, and quantitative data used in regulatory filings, rate proceedings, and internal business purposes used in regulatory filings, testimony, and compliance reporting.

  • Conducts financial and operational analyses to evaluate regulatory impacts, rate recovery mechanisms, accounting treatments, and jurisdictional allocations.

  • Researches Commission orders, accounting standards, regulatory guidance, and industry developments to determine accounting implications and recommend appropriate accounting treatment.

  • Identifies, analyzes, and develops proposed accounting adjustments and recommendations that may impact future rate proceedings, regulatory filings, or accounting practices.

  • Prepares, supports, and/or reviews testimony, exhibits, schedules, accounting memorandums, and supporting analyses for Company regulatory proceedings.

  • May prepare and present expert accounting testimony before public utility commissions or other regulatory bodies, consistent with assigned responsibilities and experience level.

  • Prepares and reviews responses to interrogatories, requests for information, audits, data requests, and other inquiries from regulatory agencies, intervenors, and internal stakeholders, ensuring information is accurate, complete, timely, and adequately supported.

  • Prepares and reviews accounting memorandums documenting the accounting and financial reporting impact of regulatory orders, proceedings, and emerging issues.

  • Maintains organized and auditable supporting documentation sufficient to support management review, financial reporting, regulatory filings, audits, and future regulatory proceedings.

  • May provide guidance, training, mentoring, or review support to lower-level accountants, depending on position level and assigned responsibilities.

  • Complies with all applicable Company policies, procedures, ethical standards, internal controls, and applicable federal, state, local, environmental, and safety regulations.

  • Performs other related duties and special projects as assigned.
