SUMMARY
This position, under supervision, may be assigned essential duties relating to accounts payable, accounts receivable, construction and maintenance of work orders, special equipment, plant records and fixed asset records, as well as assisting with materials inventory processes. This position also maintains the UEC accounting systems in accordance with the RUS uniform system of accounts and standard accounting practices.



ESSENTIAL DUTIES AND RESPONSIBILITIES may include other duties as assigned.



1. Maintains the UEC accounting systems in accordance with the RUS uniform system of accounts and standard accounting practices.
2. Demonstrates experience, knowledge and willingness to provide clerk support for all related accounting areas, including Accounts Payable, Accounts Receivable, and Work Order Processing; as well as Capital Credits, Inventory, Fixed Assets, Account Balancing/Reconciliations.



JOB DUTIES may include other duties as assigned. 



Accounts Payable: 


Establishes and maintains vendor records. 


Evaluates transactions to determine appropriateness of approval and receipt of goods and services. 


Reviews and ensures the appropriate account codes are used for transactions. 


Processes check requests, expense reports, and invoices for payment. 


Processes consumer deposit and membership refunds as requested. 


Prepares accounts payable checks and distributes checks after signed. 


Files or scans accounts payable and receivable records according to the records management policy. 



Accounts Receivable: 


Processes UEC recurring and non-recurring miscellaneous invoices, as directed. 


Handles approved billings for property damages and line extension contribution in aid of construction billings. 


Processes, as directed, HES monthly invoices for credit card processing, special equipment, line extensions, and conservation projects. 



Work Order Processing: 


Analyzes completed work orders for appropriate account coding, process for closing, and prepares Inventory of Work Orders for submission to RUS. 


Updates special equipment files with installed and retired equipment. 


Balances and maintains Continuing Property Records. 



Capital Credits, Inventory, Fixed Assets, and Account Balancing/Reconciliations:


Provides assistance in processing and completing estate capital credits processing, material physical inventory, and fixed assets.
Performs month-end or year-end accounting processes and prepares reports; reconciles ledgers and records; and assists with preparation of audit work papers. In addition to the above duties, other duties may be assigned.
Offers backup and assistance to other accounting functions as directed to ensure the smooth and timely flow of financial data, and the compliance with policies and regulations.
Ensures department records are filed and/or scanned according to policy.

QUALIFICATIONS

EDUCATION and/or EXPERIENCE



Education:   Associate's degree (A. A.) or equivalent from two-year college or technical school


Experience: Two (2) or more years in general accounting or bookkeeping  experience in a comparable organization. RUS or utility accounting experience is highly preferred.



LANGUAGE SKILLS


Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  Ability to write reports, business correspondence, and procedure manuals.  Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.



MATH SKILLS


Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals. Ability to compute rate, ratio, and percent and to draw and interpret bar graphs.



COMPUTER SKILLS


Job requires specialized computer skills.  Must be adept at using various applications including database, spreadsheet, word processing, creation/editing, communicate by e-mail and use scheduling software. 


 


REASONING ABILITY


Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form. Ability to deal with problems involving several concrete variables in standardized situations.
