Position Description
The

Acquisition Cost / Price SME

will support the client’s procurement needs, from conception of the requirement, and from market research and PR package development, all the way through source selection, award negotiations, and post-award management. The

Acquisition Cost / Price SME

will be heavily relied upon for expert-level Cost / Price Analysis in all phases of contracts, negotiations, acquisitions, and procurements.
Responsibilities & Duties
Perform price and/or cost analysis of data submitted by current or prospective contractors to determine price reasonableness of proposals or quotes, in accordance with Federal Acquisition Regulations (FAR) Part 15.
Develop, monitor and interpret, within the specific context of FAR Part 15, the following:
Pricing policies; and
Pricing practices in procurements; and
Innovative solicitation provisions to maximize competition
Perform commercial pricing market research
Promote and assist the utilization of streamlined source selection procedures
Prepare and present training in price/cost analysis
Support teams in conducting market research, including extent of competition, price trends, and government and commercial user information
Support teams in the evaluation of cost/price proposals during negotiations including interpreting the impact of proposed changes to solicitation provisions for price impact and consistency with common commercial practice
Support teams in evaluating cost or pricing data and information other than cost or pricing data (such as cost realism information), including complex offers with numerous different products for unidentified destinations and requirements
Meet and interact with Government personnel and client representatives in accordance with the terms and conditions of the task order
Provide clear leadership, technical direction, and guidance regarding Acquisition Cost / Price Analysis
Communicate effectively, both orally and in writing, with task order personnel and senior management
Organize, direct, and coordinate execution of assigned Acquisition Cost / Price Analysis activities within negotiated time frames
Ensure timely and high-quality submittal of Acquisition Cost / Price Analysis deliverables in accordance with the contract
Ability to read and interpret Federal acquisition policy, Federal Acquisition Regulations (FAR), and directives and to apply those interpretations fully and legally to required deliverables
Knowledge, Skills & Abilities - Required
Minimum educational achievement of the following:
Bachelor's degree in relevant field of study with at least 15 years of experience,

or

,
Master’s degree with at least 10 years of experience
Specialized experience using complex FAR Part 15 contract cost/price analysis principles and procedures to analyze and evaluate the cost elements on contracts, developing complex pricing arrangements and incentives
Experience must include statistical, economic, financial, and accounting analysis and experience in contract negotiation and price analysis
Expert knowledge of FAR Part 15 contract cost analysis techniques sufficient to gather, analyze and evaluate price and/or cost data for a variety of pre-award and/or post-award procurement actions such as proposals for services, supplies, equipment on firm fixed price contracts.
Participate in the negotiation of various cost/price elements associated with pre-award and/or post-award contract actions
Provide expert technical guidance to contracting offices and to contractors in solving cost/price problems
Mastery of procurement regulations and contracting principles including
Sophisticated pricing arrangements; and
Cost accounting; and
Life cycle costing sufficient to plan, develop, implement, maintain, and administer all contractual aspects of a systems acquisition program
Develop innovative contractual language, terms and conditions
Serve as program contractual SME and advisor on the acceptability and applicability of contractual matters related to the assigned acquisition programs
Expert knowledge of cost/price analytical techniques to conduct advanced studies of cost/price problems, evaluate the effectiveness of current agency cost/price methods, develop and advocate new approaches to cost/price analysis, and develop policy guidance for implementing advanced methods in conducting cost/price analysis.
Knowledge of the service, supplies, equipment, engineering and manufacturing processes, or other technical considerations necessary to analyze and use technical evaluation reports and to evaluate historical production and statistical cost data relating to contractor capability.
Knowledge of negotiation techniques sufficient to participate in explaining the Government’s pricing position to representatives of business, industry, and other Federal agencies.
Knowledge of Cost Accounting Standards (CAS), Defense Contract Management Agency (DCMA) rules and Contractor Purchase System Review (CPSR) process.
Knowledge of mathematical, statistical, and analytical techniques sufficient to apply this knowledge to cost and price analyses
Present sensitive recommendations to senior management officials in clear and articulate oral and written communications
Significant experience within the field required including initiating, planning, developing,

executing/managing,

monitoring, controlling, and closing large-scale programs, including service delivery contracts and mission critical programs and directly supporting complex federal government acquisition programs/projects
One or more of the following certifications:
Defense Acquisition Workforce Improvement Act (DAWIA) Level III in DAWIA Functional Areas related to Cost / Price Analysis, or
Federal Acquisition Certification for Program and Project Managers (FAC- P/PM) Certification Level III
Experience and subject matter expertise in Federal Acquisition Regulations (FAR), related to Acquisition, in general, and FAR Part 15 in particular
Minimum of five years current or previous experience as Warranted Contract Officer is required.
Experience and subject matter expertise in Federal Acquisition Regulation (FAR) regulations and policies, including Homeland Security Acquisition Regulation (HSAR) and Homeland Security Acquisition Manual (HSAM)
Ability to review and evaluate all official contract file documentation, for compliance with FAR standards and agency standards
Ability to review official contract file documents for sound business judgment
Prosses a high-level of emotional intelligence to ensure successful integration and team oriented dynamic
Ability to obtain and maintain a FEMA Public Trust Security Clearance
Proficient in Excel, Word, PowerPoint, and Outlook
Knowledge, Skills & Abilities - Preferred
Master's Degree in relevant field of study
Project Management Institute (PMI) Project Management Professional (PMP)
Previous Contracting Officer or Contracting Officer’s Representative Experience
Ability to review and determine compliance of contracts, procurements, and acquisitions, with the following:
Federal Acquisition Regulations
U.S. Department of Homeland Security Acquisition Regulations
FEMA acquisition and procurement policies.
Experience using PRISM, or contracting writing system
