A/D Compliance Specialist - Construction Services

Job Summary:

The Assembly/Disassembly (A/D) Compliance Specialist is responsible for overseeing compliance for crane assembly and disassembly operations, wind turbine projects, repowers, and major component replacements. This role ensures all work is performed in accordance with OSHA regulations, manufacturer specifications, customer requirements, and company policies. The A/D Compliance Specialist serves as the designated compliance authority during assembly and disassembly activities, enforcing safe work practices, identifying hazards, and ensuring projects are executed safely, efficiently, and in compliance with all applicable standards.

Responsibilities/Essential Functions:

1. Oversee compliance for all crane assembly/disassembly (A/D) projects.
2. Ensure all work is performed in accordance with OEM specifications, engineering drawings, customer requirements, company procedures, OSHA regulations, GWO standards, and applicable industry requirements.
3. Conduct field audits, inspections, and compliance reviews to verify adherence to quality, safety, operational, and regulatory standards.
4. Review and approve assembly/disassembly procedures, lift plans, rigging configurations, crane setup requirements, and engineered procedures prior to execution.
5. Verify proper sequencing of assembly and disassembly activities, including stability requirements, ground conditions, blocking and cribbing, counterweight configurations, and center-of-gravity considerations.
6. Monitor project documentation, work instructions, quality records, inspection reports, compliance records, and project closeout packages for accuracy and completeness.
7. Ensure all project documentation is maintained in accordance with company document control requirements and remains audit-ready for customer and regulatory reviews.
8. Serve as stop-work authority for unsafe conditions, quality concerns, or non-compliant activities.
9. Coordinate with Project Managers, Site Managers, Operations, Quality, Safety, crane operators, and field leadership to resolve compliance issues and support successful project execution.
10. Identify non-conformance issues and oversee corrective and preventive action plans to drive continuous improvement.
11. Participate in incident investigations and root cause analyses involving quality, safety, operational, or compliance-related concerns.
12. Ensure all technicians and A/D personnel maintain required certifications, qualifications, and training prior to project mobilization.
13. Conduct pre-job meetings, Job Hazard Analyses (JHAs), and safety briefings to ensure personnel understand assigned tasks, hazards, and safe work practices.
14. Identify and mitigate operational risks including structural instability, struck-by hazards, caught-in hazards, weather-related risks, overhead obstructions, and power line exposures.
15. Oversee pre-assembly, post-assembly, rigging, and equipment configuration inspections to verify compliance with manufacturer requirements and project specifications.
16. Develop, implement, and maintain compliance tracking systems, audit programs, performance metrics, and reporting tools.
17. Assist with customer audits, site inspections, regulatory reviews, and project closeout documentation.
18. Provide training, guidance, and mentorship to field leadership and crews regarding compliance expectations, procedural requirements, and documentation standards.
19. Recommend and implement process improvements to enhance safety performance, operational efficiency, quality outcomes, and regulatory compliance.

20. Support continuous improvement with crane assembly/disassembly operations.

21. Other duties as needed or assigned.

Education & Experience Requirements:

• Minimum of 5 years of experience in crane assembly/disassembly, heavy lift operations, wind turbine construction, field operations, quality assurance, or compliance management.
• Strong knowledge of OSHA regulations, including OSHA 29 CFR 1926 Subpart CC, ANSI standards, GWO requirements, and quality management systems.
• Thorough understanding of OEM installation, assembly, and disassembly procedures.
• Knowledge of crane operations, including crawler, hydraulic, and tower cranes.
• Ability to read and interpret load charts, assembly drawings, technical manuals, and project specifications.
• Experience conducting audits, managing corrective action programs, and ensuring regulatory compliance.
• Proven leadership and field supervision experience with the ability to influence safe work practices and operational excellence.
• Strong organizational, analytical, interpersonal, and communication skills.
• Proficiency in Microsoft Office Suite, SharePoint, and document management software.
• Ability to work outdoors in varied weather conditions and travel extensively as required.
• Experience in wind energy, large infrastructure projects, repowers, or major component replacement projects preferred.
• OSHA 30-Hour Construction Certification, OSHA 10-Hour Construction Certification, , GWO Certification, and/or NCCCO Assembly/Disassembly Director Certification preferred.
• Ability to work outdoors in variable conditions.
• Ability to travel as required.

Work Environment/Physical Requirements:

This position is on site, often in remote or rural areas. Team members will be required to adhere to all safety requirements in all work environments. 

Specific requirements include:

• Exposure to varying weather conditions, including extreme heat, cold, rain, and wind.
• Work may involve heights, and mechanical equipment.
• Ability to lift, carry, or move up to 50 pounds.
• Prolonged periods of walking, standing, bending, crouching, and climbing during onsite inspections.
• Ability to climb vertical ladders and work at heights.
• Ability to wear all required personal protective equipment.
• Ability to work extended hours, including evenings, weekends, and holidays, as required by business needs or project deadlines.
• Travel up to 100%.
