POSITION SUMMARY

The Administrative & Compliance Manager provides administrative and operational support to Pathways of Life Recovery Services (PLRS), a fully owned subsidiary of Denver Rescue Mission, ensuring effective coordination across teams and departments. This role manages scheduling, communication, and documentation processes, while supporting leadership in monitoring compliance with internal policies and external regulations. The position is responsible for preparing required reports and documentation for the PLRS governing body, ensuring accurate and timely submission on an annual or semiannual basis. The role also facilitates collaboration with external partners, including billing consultants, legal counsel, and other service providers, to support efficient and compliant program operations.

This position will initially be employed by Denver Rescue Mission during the startup and licensure phase of PLRS. Upon establishment of PLRS operations, the role is expected to transition to employment under PLRS. The position will maintain continuity in duties and responsibilities throughout this transition while aligning with the appropriate employing entity. 

RESPONSIBILITIES

Administrative Support

• Provide scheduling and calendar management support for leadership, clinical teams, and interdepartmental meetings, ensuring efficient use of time and coordination across departments.
• Take accurate notes during leadership and program meetings and distribute clear, timely summaries, including tracking follow up items and accountability.
• Implement a system to preserve meeting notes, reports, and other documents so that they are accessible to PLRS leadership.
• Assist with drafting, formatting, and distributing internal communications, reports, and documentation.
• Ensure Medicaid enrollment and billing related administrative processes are completed, tracked, and maintained in alignment with requirements.
• Maintain and oversee internal policies, procedures, forms, and related documents, ensuring they are current, accessible, and consistently issued to staff, and coordinate regular updates in alignment with organizational and regulatory standards.
• Track, review, and manage execution of agreements and contracts, ensuring they are current, properly signed, and executed as required.
• Serve as a central point of contact across clinical, administrative, and operational teams, supporting effective communication, coordination, and collaboration with internal departments and external partners.
• Coordinate preparation of materials for audits, accreditation reviews, and regulatory inspections, ensuring accuracy and timeliness.

Compliance & Documentation 

• Support leadership in monitoring compliance with internal policies and applicable regulations, including Behavioral Health Administration (BHA) requirements and critical incident reporting, such as assembling an annual critical incident trend report.
• Conduct regular audits to ensure compliance with BHA, Medicaid, and other applicable governing bodies.
• Ensure policies and procedures are reviewed and maintained in accordance with required timelines and regulatory standards.
• Coordinate and track required policy reviews and updates, including full policy audits at least every three years or as required by standards.
• Ensure documentation, reporting, and record keeping meet all organizational and regulatory requirements.
• Organize and maintain confidential files, records, and databases in compliance with HIPAA, 42 CFR Part 2, and other applicable standards.
• Support quality assurance processes by tracking compliance deadlines, requirements, and corrective actions.
• Oversee quality management activities, including development, tracking, and annual reporting of the quality improvement plan.
• Ensure timely completion and submission of required reports, including the annual complaint and grievance report to BHA and required reporting to the PLRS governing body.
• Track and monitor contracts for renewal, execution, and ongoing compliance.
• Provide support to HIPAA Privacy Officer on records releases, HIPAA notifications, security protocols and other confidentiality and privacy-related issues.
• Act as the client representative, assisting clients who request support with filing client complaints and grievances.

Client Intake & Referral Coordination 

• Coordinate incoming referrals to PLRS and serve as a point of contact for prospective clients and referral partners throughout the intake process. 
• Assist prospective clients with completing required intake paperwork and ensure all required documentation is complete prior to admission whenever possible. 
• Coordinate and schedule initial intake appointments, assigning clients to the appropriate clinician in accordance with organizational procedures. 
• Maintain accurate tracking of referrals, intake status, and scheduling to support timely access to services and continuity of care. 

General Support 

• Provide day-to-day office management support as assigned to ensure efficient operations.
• Coordinate travel, event logistics, and meeting arrangements for leadership and staff.
• Provide administrative support across departments to ensure continuity of operations.
• Serve as a client representative as assigned, supporting communication and coordination of services.
• Provide direct support to PLRS HIPAA Privacy Officer, ensuring compliance with privacy requirements.
• Serve as a liaison to Denver Rescue Mission (DRM) departments to support coordination and alignment across organizations.

MINIMUM QUALIFICATIONS

• Bachelor’s degree or higher in business administration or related field required. 
• Experience may be considered in lieu of education. 
• Minimum 4 years of administrative or office support experience, preferably in healthcare, nonprofit, or human services settings. 
• Strong organizational skills with proven ability to prioritize tasks and manage multiple deadlines. 
• Proficiency in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) and comfort with electronic record systems. 
• Experience billing insurance, particularly Medicaid, preferred. 
• Excellent written and verbal communication skills. 
• Ability to maintain confidentiality and discretion with sensitive information. 
• Strong interpersonal skills and ability to work collaboratively across teams and with external partners. 
• Ability to receive and maintain CPR certification within 90 days of hire preferred. 
• Current Colorado driver’s license and ability to meet Recovery Services LLC driving insurance standards. 
• Satisfy background check requirements in accordance with Recovery Services LLC policy.
