Summary
Responsible providing leadership managing regulatory compliance and safety programs for the City’s Sanitation and Landfill Departments. This includes Residential, Commercial, and Brush collection operations, Landfill operations, and Transfer Station activities. Ensures full compliance with all applicable federal, state, and local regulations (including TCEQ, DOT/FMCSA, OSHA, EPA, and related requirements) Fosters a proactive safety culture across a workforce of approximately 130 drivers and operational staff. Leads safety initiatives, risk mitigation strategies, training programs, and continuous improvement efforts to reduce incidents, protect employees and the public, and ensure operational excellence. May supervise assigned staff as directed.
Essential Duties and Responsibilities include the following. Other duties may be assigned.
Safety Program Management
Develop, implement, and maintain a comprehensive safety program for all sanitation and landfill operations.
Establish safety policies, procedures, and performance metrics to drive continuous improvement.
Investigate accidents, injuries, vehicle incidents, and near misses to determine root causes.
Coordinate with Risk Management and other departments on claims, reporting, and mitigation strategies.
Conduct field safety audits, inspections, and job site observations; ensure corrective actions are completed.
Frequently interacts with customers to facilitate timely resolution of issues, complaints, or concerns.
Administer hazard communication program including chemical inventory, SDS management, and training.
Recommend and manage personal protective equipment (PPE) and safety supplies.
Analyze accident trends and identify systemic risks and recurring patterns.
Develop and implement corrective and preventative measures to reduce incidents.
Ensure compliance with CDL requirements, DOT regulations, and FMCSA standards for all drivers.
Monitor driver qualification files, drug and alcohol testing programs, and defensive driving compliance.
Analyze telematics data (e.g. Samsara) to monitor driver behavior and identify high-risk activities.
Implement targeted coaching, training, and interventions to improve driver safety performance.
Coordinate with commercial vehicle enforcement officials and maintain external partnerships.
Develops and manages annual budget for the department’s safety program; forecasts and projects funding needed for various resources that support the department’s safety program
Regulatory Compliance
Ensure compliance with all applicable federal, state, and local regulations including TCEQ MSW permits, DOT/FMCSA, OSHA, EPA, Clean Air and Clean Water requirements across all sanitation operations.
Interpret, implement, and enforce regulatory requirements, policies, and standard operating procedures (SOPs).
Prepare, review, and submit required regulatory reports, certifications, and documentation.
Maintain required operating records and documentation for regulatory inspections and audits.
Serve as primary liaison with regulatory agencies and coordinate inspections, audits, and compliance reviews.
Monitor regulatory changes and proactively implement operational adjustments to maintain compliance.
Program Management & Administration
Develop strategic plans, goals, and performance measures for compliance and safety programs.
Track, analyze, and report key performance indicators (KPIs) related to safety and compliance.
Prepare reports, presentations, and briefings for leadership and City Council as needed.
Assist with procurement of safety equipment, services, and compliance-related contracts.
Coordinate with internal departments (HR, Fleet, Risk, Legal, Purchasing) and external stakeholders.
Additional Responsibilities
Lead emergency preparedness and incident response planning for sanitation and Landfill operations.
Oversee environmental compliance related to stormwater, spill prevention, and site controls.
Implement technology solutions (telematics, reporting systems) to enhance safety and compliance oversight.
Support operational leadership with safety integration into route planning, equipment selection, and service delivery.
Benchmark industry best practices and implement continuous improvement initiatives.
Participate in coordinated response to natural disasters, critical incidents, and other emergencies outside of normally scheduled work hours.
Minimum Qualifications
Bachelor’s degree in Occupational Safety, Industrial Hygiene, Environmental Science, Public Administration, Business Administration, or a related field.
Five (5) years of experience in safety administration or safety management in a heavy-duty vehicle environment.
Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
Preferred Qualifications
Degree in Education, Communication, Project Management, or related field of study
5-8 years of experience developing and conducting safety and/or operational training programs
Experience in waste management
CDL driver’s license
TCEQ MSW B Operator license
Knowledge, Skills & Abilities:
Comprehensive knowledge of a broad range of Federal and State laws related to employment, safety, workers compensation, drug testing, and other employment related matters
Knowledge of municipal structures and operations
Knowledge of principles of self-insurance and budgeting
Extensive knowledge of current safety practices, regulations and standards
Extensive knowledge of properly investigating accidents
Proficient skills writing procedures, policies and memos
Proficient skills in Microsoft Office including PowerPoint
Proficient skills developing constructive training programs
Excellent prioritization and presentation skills
Ability to read, interpret and edit technical training documents
Ability to comprehend and interpret a TCEQ MSW license and standard operating procedure.
Licenses and Certifications
Valid Class C Texas driver's license
First Aid, CPR (cardiopulmonary resuscitation) and AED (automated external defibrillator) Instructor Certification or ability to obtain within 1 year of hire
Defensive Driving or other driver safety Instructor Certification or ability to obtain within 1 year of hire
Bloodborne Pathogens Instructor Certification or ability to obtain within 1 year of hire
Certified Safety Professional preferred
OSHA General Industry and Construction Certification preferred
DOT Work zone Instructor Certification preferred
Physical Requirements / Work Environment.
The incumbent works in a typical office environment with frequent outside work; frequent exposure to unpleasant environmental conditions and/or hazards.
