The Division of Juvenile Justice is seeking a highly motivated Business Operations Specialist to support the operational needs of Facility Operations and Program Services. This role is essential to managing and enhancing business processes, coordinating cross-agency initiatives, and ensuring compliance with the North Carolina Juvenile Code and departmental policies.
The ideal applicant is detail-oriented, collaborative, and able to manage multiple priorities while delivering a high level of customer service to facility staff, Division leadership, and partner agencies. This position offers the opportunity to contribute to impactful initiatives that support the safe, efficient, and effective operation of Juvenile Justice facilities across North Carolina.

Operational Coordination & Resource Support:
Provide comprehensive operational support for Juvenile Justice facilities by coordinating openings, closures, and transitions, and managing both planned and emergent operational projects. Serve as a liaison with internal business partners, maintain organized records for tracking and audit purposes, and collaborate with internal and external stakeholders to promote operational efficiency. Responsibilities also include managing facility insurance coverage, overseeing fleet and telecommunications needs, supporting procurement and logistics, and coordinating employee onboarding and separations through system access and approval workflows.

Financial Management, Training & Systems Oversight:
Oversee facility financial operations by auditing and approving Detention Subsidy invoices, managing detention invoice processes, realigning budgets monthly, and initiating budget actions, analysis, and projections for leadership review. Support facility budgets, procurement activities, contractual services, and prepare financial and operational reports as needed. Provide training and technical assistance to Business Officers and administrative staff, support management training initiatives, maintain expertise in key business systems, and assist with operational analysis to inform leadership decision-making. This position also includes management of the E-Rate program, with training provided.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $45,431 - $79,504

Position will be located at the Juvenile Justice Central Office in Raleigh NC

Work Schedule:

This is a full-time position. Monday through Friday, 8:00am to 5:00pm.

DPS uses the Merit-Based Recruitment and Selection Plan to fill positions subject to the State Human Resources Act with the most qualified individuals.

The Minimum Education and Experience (E&E) is REQUIRED to qualify for this position. Management Preferences, including Knowledge, Skills, and Abilities (KSAs), are not required but may be used to determine the pool of most qualified applicants. Management Preferences  

  • Experience with data entry.

  • Experience with state procurement, budget policies and/or systems (E-procurement, NCAS, IBIS, E-Billing, etc.).

  • Experience with HR-Payroll System (FIORI).

  • Experience prioritizing multiple tasks/projects to meet deadlines.

Transcripts

Military Experience
