Job Description:

The Nebraska Public Service Commission is looking for a detail-oriented, motivated, and conscientious individual to provide administrative support to the Commission’s Grain Warehouse and Dealers Department.

Schedule: 8:00 am – 5:00 pm, Monday – Friday; flexibility available.

Hiring Rate: $48,000 – 52,000 annually, commensurate with experience and qualifications


 

Job Duties:

  • Assist the Department director with quarterly licensing, payments, amendments, applications, insurance, reporting, security, and consumer complaints.
  • Perform administrative duties, including communicating with internal and external stakeholders; processing incoming and outgoing mail; data and document management, research projects, collecting/reviewing information and writing responses to inquiries or complaints, creating reports, arranging schedules and agendas, attend regular Commission meetings.
  • Coordinate travel and meeting arrangements: research, reserve, confirm lodging, and review timesheets and reimbursement documents for field staff.
  • Communicate, investigate, and resolve service and billing inquires received. 
  • Develop and implement program-administrative service monitoring and evaluation systems to determine operational effectiveness and discover any problems or potential problems.
  • Collaborate on department projects including, but not limited to emergency applications, annual storage and handling rate, temporary storage and warehouse amendments. 
  • Serve as backup for balancing moisture meter payments, collection of payments, prepare reports, and research billing.
  • Analyze and interpret state and federal laws, regulations, and policies to develop, recommend, and implement modifications to operational policies, procedures, and processes.
  • Review and audit fiscal year-end financial statements to comply with state and federal auditing and reporting requirements.
  • Complete inspections for Grain Dealers, exams, and contracted soybean audits according to guidelines by ensuring required documentation and fees have been received.  
  • Other administrative duties as assigned.

Requirements / Qualifications:

Minimum Qualifications: Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. One (1) year of experience in planning, organizing, and implementing program administrative or business financial functions. Experience may substitute for education on a year-for-year basis. Proficient with Microsoft Suite (excel, word, access, and outlook). Ability to work independently in small department handling confidential information a must. 

Preferred Qualifications: Bachelor’s degree in public or business administration, accounting or any discipline related to the work assigned. Four (4) years of experience in planning, organizing, and implementing program administrative or business financial functions. Knowledge of Autosketch and/or AS400.

Knowledge, Skills and Abilities:

Knowledge of: governmental organizations and administrative procedures; project management procedures; research and administrative survey and reporting techniques; the principles and practices of budgeting and accounting; personnel management practices; public relations principles and techniques; the inter-relationships among various operations and groups served; federal and State laws, regulations, and guidelines; legislative processes; advise and guide representatives of other agencies and government officials in solving problems; develop functional objectives, performance goals and criteria, and priorities; computerized business systems; general accounting systems.

Skill in: operation and maintenance of computer equipment and other office machines; developing work and resource usage plans, initiating cost reduction measures, and implementing performance improvement actions; prioritizing/organizing work; data analysis and problem solving.

Ability to: organize and present facts and opinions to exchange information and ideas and to effectively communicate in promoting agency needs, plans, and objectives; conduct research activities; summarize technical data and conclusions into reports; plan, organize, and control the work of others; apply management practices, theories, techniques, and methodologies to assigned responsibilities and leadership requirements; analyze data and draw conclusions; learn agency programs, functions, policies, procedures, processes, communications channels, and objectives related to assigned responsibilities; manage multiple assignments in accordance with defined work priorities and due dates; negotiate for personnel, financial and technology resources.
