Description

POSITION SUMMARY

Technical Systems Integration (TSI) seeks a Mid-Level Operations Support specialist with Aegis System Test Officer (STO) expertise to support the Naval Surface and Mine Warfighting Development Center (SMWDC) Surface Warfare Technical Division (SWTD) in Dahlgren, VA. This senior operational support role provides specialized technical reach-back support to deployed fleet units, with a focus on Aegis combat system maintenance, testing, and troubleshooting. The successful candidate will leverage extensive experience as a System Test Officer and Combat System Maintenance Manager to support the resolution of real-time technical problems and system optimization for deployed Aegis-equipped units.

ESSENTIAL FUNCTIONS

Fleet Reach-Back Support & Technical Problem Resolution

-Provide specialized analytic support for operational reach-back requirements addressing Aegis combat system technical issues and maintenance challenges

-Answer Requests for Information (RFIs) and Requests for Analysis (RFAs) from Combatant Commands (COCOMs), Numbered Fleet Commanders (NFCs), and fleet units regarding Aegis system technical problems

-Address combat system degradation, maintenance issues, and technical failures affecting IAMD operational readiness

-Evaluate, assess, and contribute to technical problem resolution processes supporting recommendations with NAVSEA, technical organizations, and fleet maintenance activities

Combat System Technical Analysis & Troubleshooting

-Apply System Test Officer expertise to diagnose complex Aegis combat system technical issues and performance degradation

-Provide technical guidance for combat system maintenance procedures, system testing protocols, and repair prioritization

-Support fleet units with real-time technical recommendations for system optimization and mission capability restoration

-Coordinate with Program Executive Office (PEO) organizations and technical authorities to resolve system-level technical issues

24/7 Operational Support & Crisis Response

-Augment SMWDC reach-back cells as directed when Combatant Commanders or Numbered Fleet Commanders request 24/7 technical support for combat system emergencies

-Provide immediate technical expertise during time-critical combat system failures or degraded operations

-Support deployed units with urgent technical guidance for mission-critical system restoration

-Coordinate emergency technical support with fleet maintenance organizations and contractor technical representatives

Fleet Operations Monitoring & System Status Analysis

-Review and monitor Fleet combat system status, including Casualty Reports (CASREPs) affecting Aegis-equipped platforms

-Track combat system degradation trends and maintenance requirements across deployed units

-Maintain awareness of fleet combat system configuration changes and modification status

-Inform Lines of Operations (LOOs) for SMWDC staff based on fleet combat system readiness and technical issues

Mission Analysis & System Performance Assessment

-Conduct post-weapons firing mission analysis of Aegis weapon systems, focusing on combat system performance and technical issues

-Analyze combat system test data and performance metrics to identify trends and improvement opportunities

-Apply qualitative and quantitative assessment methods to support combat system readiness and capability evaluations

-Support analysis of combat system modifications and their impact on operational effectiveness

Tactical Guidance & Technical Documentation

-Review, update, and develop technical guidance for Aegis combat system operations, maintenance, and troubleshooting procedures

-Support development of technical publications, including system operating procedures, maintenance guidelines, and technical bulletins

-Ensure technical publications reflect current system configurations and lessons learned from fleet operations

-Coordinate with technical authorities to validate technical guidance and maintenance procedures


Requirements

Experience:

-15+ years of military experience and/or relevant industry/government experience with surface navy combat systems, C5I, networks, weapons systems, and IAMD planning systems

-7+ years of experience aboard Navy cruisers or destroyers acting as System Test Officer (STO) or Combat System Maintenance Manager

-Experience in post-weapons firing mission analysis of Aegis weapon systems

Required Certifications & Qualifications:

-Qualified and experienced in watch stations with authority to employ Aegis Weapon System (Tactical Action Officer or Air Warfare Coordinator)

-Must possess a Tactical Action Officer Qualification letter or BMD Watch Officer qualification letter

Required Technical Skills:

-Experience with qualitative and quantitative assessment methods supporting war-fighting readiness, capabilities, and capacity evaluations

-Expert-level knowledge of Aegis combat system architecture, maintenance procedures, and testing protocols

-Understanding of combat system integration, configuration management, and technical documentation

-Proficiency with Aegis test equipment, diagnostic systems, and maintenance management systems

Required Competencies:

-Expert-level knowledge of Aegis combat system operations, maintenance, and troubleshooting

-Strong technical problem-solving capabilities for complex system failures and degradation

-Ability to provide clear technical guidance under time-critical operational conditions

-Understanding of fleet maintenance cycles, technical authorities, and support processes

PREFERRED QUALIFICATIONS

Technical Expertise:

-Experience with Combat System Ship Qualification Trials (CSQT) and system certification processes

-Knowledge of Aegis Modernization programs and system upgrades

-Familiarity with Program Executive Office (PEO) processes and contractor technical support coordination

Domain Knowledge:

-Experience supporting fleet technical authorities or Program Executive Office organizations

-Understanding of combat system acquisition, modification, and configuration management processes

-Knowledge of Navy technical publication development and maintenance procedures

Professional Background:

-Previous assignment to Naval Sea Systems Command (NAVSEA), Program Executive Offices, or fleet technical support organizations

-Experience with combat system contractor coordination and technical representative interface

-Background supporting fleet maintenance activities or technical problem resolution

-Security Clearance: SECRET (current and active) and TS/SCI eligible

-Citizenship: U.S. Citizenship required

-Ability to work in standard office and technical facility environments

-Extended periods of computer work and technical analysis involving complex system diagnostics

-Ability to work extended or irregular hours, including 24/7 support requirements

-Ability to respond rapidly to time-critical technical emergencies
