Scope of Eligibility
Open to permanent employees in a competitive title that work for the Division of Sustainable Waste Management and meet the requirements below.

Description
Under limited supervision of a supervisory official in a state department, institution, agency, or local government agency, performs professional engineering work including but not limited to water management, air pollution control/management, noise pollution control/management, coastal resource management, hazardous/non-hazardous waste control/management; reviews engineering plans, makes determinations and/or recommendations on plans; field visits, inspections, investigations/surveys; gathers data, researches and analyzes information as it relates to environmental control work; and/or the enforcement of environmental laws and/or regulations; works with Environmental Impact Statements; does related work as required.

Specific to the Position
The position requires reviewing permit applications and preparing approvals for solid waste landfills.  In addition to permits for operating landfills, the position involves reviewing closure plans and disruption plans for non-operating landfills while ensuring that the applications and activities being authorized are in compliance with the Solid Waste Regulations and applicable guidance and are protective of human health and the environment.  Performs site visits to existing or potential solid waste facilities to ensure compliance with permitted solid waste operations.  The position may also be responsible for NJPDES-Discharge to Groundwater Permits for closed landfills.  In addition, reviews documentation submitted by applicants as follow-up to issuance of such Permits.

Preferred Skillset
Extensive knowledge and understanding of the rules and regulations governing sustainable waste management and the ability to assist the regulated community. Candidate should be well organized, possess good computer skills and have strong oral and written communication skills, including the ability to represent the Department and deliver effective public presentations. The appointee should have experience in solid waste facility permitting, landfill closure activities, and debris management operations.

Requirements
EDUCATION:
Graduation from an accredited college with a Bachelor's degree in Civil, Chemical, Mechanical, Environmental, Ocean, Coastal, Bio-Resource, Sanitary, Industrial, Agricultural or Mining Engineering, or other field of engineering related to the environment.

NOTE:  A valid Professional Engineer's license issued by the New Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

EXPERIENCE:
Two (2) years of professional experience in environmental engineering work.
NOTE:  A Master's degree in one of the fields specified above may be substituted for one (1) year of the above experience.

License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
