SUMMARY

The Airport Operations Center (AOC) Training Supervisor leads the development, delivery, and management of comprehensive training programs. This includes onboarding new staff, maintaining training documentation, and implementing quality assurance measures to evaluate training effectiveness and procedural adherence. The role requires decisive action, independent judgment within established policies, and the ability to relay and follow complex oral and written instructions.

This position also supports daily operations by supervising and participating in the daily operations of the AOC. This role includes organizing shift resources, assigning tasks, scheduling, training, and conducting performance evaluations for AOC Coordinators and Agents. The Supervisor ensures that all personnel are equipped to perform their duties in compliance with regulatory standards and operational best practices.

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Develop, implement, and maintain onboarding, recurrent, remedial, and scenario-based training programs for Airport Operations Center (AOC) personnel to ensure operational readiness and regulatory compliance.

  • Create, update, and manage AOC Standard Operating Procedures (SOPs) in alignment with FAA, TSA, and airport-specific requirements, and integrate SOPs into training materials.

  • Schedule, coordinate, and track all required training, certifications, and performance metrics using a learning management system or internal tracking tools.

  • Deliver effective classroom, virtual, and on-the-job training, including cross-training across AOC roles to support operational flexibility.

  • Evaluate training effectiveness through assessments, feedback, audits, and performance reviews, and recommend improvements as needed.

  • Support quality assurance and compliance efforts by conducting training audits, identifying performance gaps, supporting after-action reviews, and maintaining documentation for internal and external inspections.

  • Collaborate with internal departments and external agencies to incorporate cross-functional, regulatory, and emergency response training requirements.

  • Support daily AOC operations, including supervising and assisting staff, coordinating shift resources, supporting scheduling and performance reviews, and assisting with 24/7/365 duty officer responsibilities.

  • Perform other related duties as assigned.

Supervisory Responsibilities

  • Evaluate employee performance and conduct timely performance reviews to ensure compliance with job expectations, SOPs, policies, and regulatory requirements.

  • Ensure staff are equipped with appropriate tools, safety gear, and uniforms to perform their duties safely and effectively.

  • Participate in hiring, disciplinary, and termination processes in coordination with management and Human Resources.

  • Provide training, coaching, counseling, and constructive feedback to support employee growth, development, and performance improvement.

  • Oversee administrative functions including budgeting and budget management, payroll and timekeeping, personnel compliance, recordkeeping, and goal setting.

  • Mentor, motivate, and lead assigned personnel in alignment with the Department’s vision, mission, and strategic principles, and report to management and Human Resources as required.

Minimum Qualification

  • Bachelor’s degree from an accredited college or university.

Preferred Qualifications

  • Experience developing and delivering training programs, onboarding, and recurrent training in an operations, aviation, emergency management, or regulatory environment.

  • Knowledge of Airport Operations Center (AOC) functions, incident command, emergency response, and irregular operations (IROPS).

  • Experience developing, maintaining, and enforcing Standard Operating Procedures (SOPs) in a regulated environment.

  • Familiarity with FAA, TSA, and other applicable federal, state, and local regulations related to airport or transportation operations.

  • Experience facilitating classroom, virtual, and on-the-job training, including cross-functional or cross-role instruction.

  • Proficiency with learning management systems (LMS), training documentation, and performance tracking tools.

  • Experience conducting training audits, after-action reviews, and continuous improvement initiatives.

  • Demonstrated supervisory or lead experience, including coaching, performance management, and staff development.

  • Strong communication, organizational, and analytical skills with the ability to collaborate across departments and with external agencies.

  • Ability to support a 24/7/365 operational environment as required.

Key Competencies

  • Knowledge of federal aviation regulations (49 CFR Part 1542, 14 CFR Part 139) and aviation radio procedures, or the ability to learn within 30 days of hire.

  • Strong verbal, written, and radio communication skills.

  • Ability to organize information, prioritize resources, and manage multiple tasks in both routine and emergency situations.

  • Proven ability to collaborate effectively with internal teams and external partners.

  • Experience supervising, supporting, and guiding staff in a fast-paced operational environment.

  • Ability to remain calm, exercise sound judgment, and maintain situational awareness during emergencies.

  • Proficiency with Microsoft Office and the ability to quickly learn airport-related software and systems.

Working Conditions & Physical Requirements

  • Primarily sedentary work environment with occasional walking, standing, and light lifting (up to 10 pounds).

  • Requires focused use of vision, hearing, and attention to detail in an environment with frequent interruptions.

  • Ability to operate computer systems, monitoring tools, and communication equipment.

Additional Information

  • Must be able to work assigned shifts, including nights, weekends, holidays, overtime, and emergency call-backs.

  • Position is designated as essential and subject to mandatory holdover during emergencies or irregular operations.

  • Shifts are assigned through a bid process based on seniority; schedules may change.

  • Employment is contingent upon the ability to obtain required airport access credentials.

CONDITIONS OF EMPLOYMENT

The City’s Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.

Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate’s written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.

Final candidates must pass a pre-employment drug-screening test and physical examination. During the selection process, candidates may be asked to take a skills test, and/or participate in other assessments.
