Who We Are And What We Do

TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS).

Job Overview

The Division of TennCare is seeking an Appeals Litigation Lead Attorney in the Appeals Operations Group within Member Services. Under the supervision of the Litigation Director, the Appeals Litigation Lead Attorney will be the direct supervisor of Litigation Attorneys and Legal Assistants. Litigation Attorney's represent the State at TennCare eligibility appeals proceedings which require Litigation Attorneys to draft pleadings, manage discovery, and argue before TennCare Administrative Judges. Due to the supervisory nature of this position, the Lead Litigation Attorney must be able to litigate cases and possess excellent organizational, analytical, collaborative and advocacy skills.

Key Responsibilities

Lead attorneys in successfully preparing and litigating cases in an administrative setting
Guide the professional development of direct reports
Actively engage direct reports and promote a team environment that is inclusive
Prepare and litigate cases
Conduct team meetings to provide timely information regarding processes, initiatives, directives, and training opportunities, as well as discuss ideas for continuous work process improvement
Provide clear and concise verbal and written communication and guidance to team in a positive manner
Provide effective problem-solving techniques
Utilize the SMART formula to evaluate/rate employee performance throughout the performance review cycle

Minimum Qualifications

Bachelor's Degree from an accredited college or university
Juris Doctor from an accredited college or university
Active License to practice law in Tennessee
Actively practicing Law for at least three (3) years
Ability to foster and maintain cohesive working relationships
Ability to adapt to changing priorities and deadlines
Ability to exercise sound judgment
Strong organizational skills necessary, including the ability to prioritize, multi-task and manage workload to meet specific timeframes and deadlines
Excellent writing and communication skills required
Ability to interpret and execute public policy
Knowledge of and experience with Administrative Procedures a plus
Previous litigation experience required
Previous leadership experience preferred
