Job Description - Applications Development Analyst

About the Client:

The Agency for Healthcare Administration (AHCA) is a government organization responsible for administering healthcare services and ensuring regulatory compliance across the state of Florida. The agency's Information Technology division supports critical systems and services that enable efficient healthcare operations, innovation, and public service delivery.

About the Role:

The Applications Development Analyst (Advanced) will support AHCA's IT operations by designing, developing, and maintaining enterprise applications, with a strong focus on ServiceNow solutions. This is a full-time role primarily based onsite in Tallahassee, Florida, with some flexibility for remote work.

The position involves working closely with IT teams, project managers, and business stakeholders to deliver scalable, secure, and efficient technical solutions aligned with agency standards and methodologies.

Key Responsibilities:

  • Architect, develop, and configure ServiceNow solutions aligned with business requirements
  • Replicate and enhance ITSM (IT Service Management) functionalities and custom automations
  • Build and maintain customer portals, service catalogs, and online forms
  • Integrate ServiceNow with systems such as Active Directory, Okta, and Jira
  • Collaborate with IT teams and project managers to deliver technical solutions
  • Troubleshoot and resolve ServiceNow platform issues and business needs
  • Develop, test, and implement new functionalities and enhancements
  • Analyze complex business processes and recommend improvements using best practices
  • Provide status updates and documentation in compliance with agency standards
  • Design, develop, maintain, and support software applications
  • Execute software test plans and ensure quality assurance
  • Provide development estimates and participate in continuous process improvements

Qualifications:

Education & Experience

  • Bachelor's degree in Computer Science, Information Systems, or related field (or equivalent experience)
  • Minimum of 5 years of professional experience in application development
  • Technical Skills
  • Extensive experience with ServiceNow architecture, ITSM, SPM, ITOM, and Integration Hub
  • Strong expertise in developing and implementing ServiceNow solutions
  • Experience with .NET frameworks, C#, SQL Server, and OAuth 2.0
  • Familiarity with tools such as Azure DevOps and Kendo UI
  • Knowledge of JavaScript and enterprise integrations (e.g., Active Directory, Azure AD)

Certifications (Preferred):

  • ServiceNow Certified System Administrator
  • ITIL (Information Technology Infrastructure Library) knowledge
  • Core Competencies
