Job Description - Appraisal Supervisor - Property and Acquisition Specialist 5

Washington State Department of Transportation (WSDOT) is the steward of an integrated, multimodal transportation system that helps to ensure people and goods move safely and efficiently throughout the state. In addition to building, maintaining, and operating the state highway system, WSDOT operates the largest ferry system in the nation, manages the world's longest floating bridge, and recently completed the world's widest tunneling project.

The Opportunity
WSDOT is currently seeking an experienced real estate appraisal professional to fill the vacancy of a Property & Acquisition Specialist 5 and lead the Southwest Region’s (SWR) Appraisal Team. This position supervises, trains, develops, and leads staff involved in the property valuation program for SW Region. This is a highly technical area that must understand and comply with Federal and State Rules & Regulations including the Uniform Act and Uniform Standards of Professional Appraisal Practice (USPAP). This position is responsible for compliance to ensure Federal funding for projects is not jeopardized and all appraisal and appraisal reviews are completed as required by WSDOT, within budget and project schedules. As such, this position is vital to the success of transportation projects that are necessary for the safety of the traveling public.

What to Expect
Work is performed almost exclusively indoors in an office environment. Onsite scheduled meetings with property owners, inspecting houses, industrial buildings, and property in various locations will be outdoors, possibly in inclement weather, on uneven and steep terrain, and may be near traffic or heavy equipment.

Among the varied range of responsibilities held within this role, the Appraisal Supervisor will:

Review valuation needs for Southwest Region.
Develop and implement a plan for completing all appraisal and appraisal valuation tasks to meet project schedules.
Engage external vendors for appraisal and review and prepare contract services as needed.
Coordinate with Program Management to request RW (right of way) funding based on project funding estimates.
Monitor and tract stages of the RW phase and RW funding to ensure adequate RW funding is maintained.
Supervise, guide, and mentor employees.
Provide valuation related guidance to Real Estate Services (RES) managers and personnel in other RES disciplines (title, acquisition/relocation, property management) and others in the SW Region, including project designers, engineers, and managers.
Provide appraisal status updates on various task boards and in meetings on all projects in process as requested.

Qualifications
To be considered for this opportunity, the following are

required :

A Bachelor’s degree involving major study in business or public administration, real estate, economics, accounting,

and

three (3) years of experience in real property appraising.
OR

One (1) year of experience as a

Property and Acquisition Specialist 4

and

three (3) years experience in appraising a wide range of commercial, industrial, and residential properties with eminent domain compliance.

In addition to:

Knowledge and understanding of:

Uniform Standards of Professional Appraisal Practice (USPAP).
Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, including amendments.
Uniform Appraisal Standards for Federal Land Acquisitions.
Eminent domain real estate appraisal principles and procedures, including understanding of right of way plans.

Washington State “Certified General Real Estate Appraiser” license, or equivalent certification or license to appraise all property types from another state or able to obtain within 180 days of hire.

It is

preferred that qualified candidates also have:

Experience in appraisal with 3 years in eminent domain appraisal.
Professional designation from the IRWA or Appraisal Institute.
Experience reading, understanding, and interpreting technical and highly specialized written material and convey that material to both technical and non-technical staff and the general public.
Knowledge of highway access control, for both limited and managed access highways.
Knowledge of acquisition and relocation requirements based on current law and policies.
Personal computer skills associated with the various office related software.
