Job Description - Area Property Management Specialist

The Area Property Management Specialist partners with on-site property teams to ensure communities operate efficiently, remain compliant with affordable housing regulations, and achieve operational and financial goals. This role provides hands-on support, training, and coaching to property staff, identifies operational challenges, and implements solutions that improve performance across a portfolio of properties.
Strong background in affordable housing operations and leadership is required for this role.
This is a fully on-site position requiring regular local travel to properties within the assigned portfolio.
Pay: $30.00–$36.00 per hour, depending on experience.

Responsibilities
Support the day-to-day operations of an assigned portfolio of affordable housing communities to ensure compliance with Mercy Housing standards and regulatory requirements.
Assess operational challenges and partner with property teams to implement effective solutions that improve performance.
Provide coaching, training, and ongoing support to property management staff on operational processes, compliance, property management software, accounting systems, and personnel-related systems.
Monitor occupancy levels and collaborate with site teams to maintain or exceed budgeted occupancy goals.
Support rent collection efforts and ensure rent collection procedures are consistently followed.
Maximize rental revenue while ensuring compliance with applicable affordable housing programs and regulatory requirements.
Review operating expenses and partner with property teams to maintain performance within approved budgets.
Monitor regulatory compliance, including resident file reviews, certifications, interim recertifications, and required documentation.
Conduct property visits and provide recommendations to improve operational efficiency and resident service.
Collaborate with regional leadership and cross-functional teams to support property performance and organizational goals.
Perform other duties as assigned.
Minimum Qualifications
High school diploma or equivalent required.
Previous affordable housing or property management experience, including HUD, Low-Income Housing Tax Credit (LIHTC), Rural Housing, and Tax-Exempt Bond properties.
Working knowledge of Fair Housing, landlord-tenant laws, and other applicable federal, state, and local housing regulations.
Experience managing property financial performance, including budgets, occupancy, and rent collections.
Leadership/management experience.
Ability to travel locally to properties within the assigned portfolio.
Preferred Qualifications
Professional certification in affordable housing or property management (CAM, HCCP, COS, CPM, ARM, or similar).
Lease-up experience.
Knowledge, Skills & Abilities
Strong understanding of affordable housing operations and regulatory compliance.
Ability to analyze financial reports, operating statements, budgets, and property management reports.
Proficiency with Microsoft Office and property management software.
Excellent coaching, training, and interpersonal communication skills.
Strong organizational and problem-solving abilities with attention to detail.
Ability to prioritize multiple projects and meet deadlines while working independently.
Professional written and verbal communication skills.
Commitment to providing excellent customer service and supporting high-performing property teams.
