GENERAL DESCRIPTION OF POSITION


Responsible for identification and assessment of Business Personal property, inventory, and accurate maintenance of all related records.


 


ESSENTIAL DUTIES AND RESPONSIBILITIES


1. Ensures the mailing of business assessment worksheets on an annual basis or as needed by customer. This duty is performed monthly.


2. Reviews worksheets to check for accuracy of reporting. This duty is performed as needed.


3. Select appropriate method of assessment based on acquisition price, market value or square footage of floor space. This duty is performed weekly.


4. Compute assessed value based on method used. This duty is performed weekly.


5. Notify owners of any needed changes in the report of property values. This duty is performed as needed.


6. Contact businesses that have not assessed to initiate assessment purposes. This duty is performed monthly.


7. Supervise the calculation of value from worksheets and input into computer. This duty is performed weekly.


8. Defends property values before the Equalization Board for appeal assessments. This duty is performed as needed.


9. Performs weekly reports to avoid data input errors. This duty is performed weekly.


10. Collects time sheets from personal property department and submits to Chief Deputy. This duty is performed weekly.


11. Maintains airplane inventory of local airport for assessment purposes. This duty is performed monthly.


12. Complies with all ACD statutes required for business assessments. This duty is performed monthly.


13. Extensive customer contact including both verbal and written correspondence. This duty is performed daily


14. Work front counter (personal property) as needed. This duty is performed as needed.


15. All other jobs as assigned by supervisor. This duty is performed as needed.


16. Perform any other related duties as required or assigned.


 


QUALIFICATIONS


To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


 


EDUCATION AND EXPERIENCE


Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 4 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.


 


COMMUNICATION SKILLS


Ability to write reports, business correspondence, and policy/procedure manuals; ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.

AACD Personal Property Level 1; IAAO Level 2 required


 


PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS


Level 4 IAAO


 


SOFTWARE SKILLS REQUIRED


Mastery: 10-Key


Advanced: Spreadsheet, Word Processing/Typing


Intermediate: Accounting, Contact Management, Database


 


RESPONSIBILITY FOR WORK OF OTHERS


Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.


 


Supervises a small group (3-7) of employees, usually of lower classifications. Assigns and checks work; assists and instructs as required and performs same work as those supervised, or closely related work, a portion of the time. Content of the work supervised is of non-technical nature, but presents numerous situations to which policies and precedents must be interpreted and applied.


 


Supervises the following departments: Personal



USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS


Regular use of highly complex machines and equipment; specialized or advanced software programs.


 


WORKING CONDITIONS


Periodically exposed to such elements as noise, intermittent standing, walking, pushing, carrying, or lifting; but none are present to the extent of being disagreeable.

Semi-repetitive, low physical. Semi-repetitive type work which requires periods of concentration for varied time cycles as prescribed by the tasks.


 


While performing the functions of this job, the employee is regularly required to sit, use hands to finger, handle, or feel, reach with hands and arms, talk or hear; occasionally required to stand, walk, climb or balance, stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision; and color vision.

Employee should possess the ability to work well within a group atmosphere and be an excellent team player as well as have excellent supervisory skills.

ASSESSOR BUSINESS PERSONAL PROPERTY SUPERVISOR



  • STARTING RATE OF $48,701 ANNUALLY FOR A NEW HIRE.

  • PROMOTIONAL RATE OF UP TO $51,750 ANNUALLY FOR AN ESTABLISED EMPLOYEE (AN ESTABLISHED EMPLOYEE IS AN INDIVIDUAL WHO HAS BEEN A FULL-TIME SALINE COUNTY EMPLOYEE FOR MORE THAN 90 DAYS).

  • EDUCATION/EXPERIENCE - Knowledge of a specialized field (however acquired), such as basic accounting, computer, etc. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 4 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience.

  • REQUIRED CERTIFICATES - AACD Personal Property Level 1; IAAO Level 2 required. PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS - Level 4 IAAO.

  • THIS POSITION WORKS MONDAY/FRIDAY, 8 AM TO 4:30 PM WITH SOME EVENINGS REQUIRED. PAID HOLIDAY’S OFF, DEPENDENT UPON WORK LOAD.

  • BILINGUAL PAY AVAILABLE.

  • GROUP HEALTH, DENTAL AND LIFE INSURANCE IS PAID BY THE COUNTY FOR THE EMPLOYEE’S COVERAGE.

  • THE COUNTY CONTRIBUTES 15.32% TOWARDS THE EMPLOYEE’S RETIREMENT THROUGH THE ARKANSAS PUBLIC EMPLOYEES’ RETIREMENT SYSTEM.
