GENERAL DESCRIPTION OF POSITION


Under the direction of the Chief Deputy Assessor, the Administrator of Amendment 79 must have knowledge of the various laws associated with the Amendment.  Also have an overall understanding of the appraisal process, reading maps that are maintained by the assessor’s office and operate the mapping website. This position also requires the knowledge to operate programs for personal property and real estate and make changes when necessary.  This position involves a lot of multi-tasking and a high level of concentration for the task being performed for Amendment 79.  The administrator of Amendment 79 must work with the CAMA Systems Manager and also the appraiser in order to resolve various issues that arise.  All functions must be performed efficiently in a professional and timely manner to meet deadlines for abstracts and billing.  Also serves as the assistant to the EQ Board.


 


ESSENTIAL DUTIES AND RESPONSIBILITIES


1. Ensures that CAMA Software is current and operational during EQ meetings and makes all CAMA entry changes.  Be available for day as well as evening EQ Board Meetings. This duty is performed annually. 


2. Ensure accuracy of assessment history for countywide parcel list, mass updates, maintenance, etc. This duty is performed annually. 


3. Select and ensure that property records for all EQ appointments are available for EQ Board members for review. This duty is performed annually. 


4. Coordinate any changes made in the CAMA system with the Contract Company. This duty is performed annually. 


5. Select and ensure that property records for all EQ appointments are available for EQ Board members for review. This duty is performed annually. 


6. Perform customer service duties for patrons. This duty is performed daily. 


7. Make any and all necessary changes in the CAMA program to add or remove Homestead credits and/or freezes. This duty is performed daily. 


8. Scan all documents submitted into the CAMA system and authorized signatures and proof of age/disability. This duty is performed daily. 


9. Make sure Sales Validation forms are sent to taxpayers with each deed filed in the county that may be eligible for Homestead Credit. This duty is performed daily. 


10. Research problems when necessary and make appropriate adjustments in CAMA system. This duty is performed daily. 


11. Run and verify information in reports that are run for check & balance to ensure accuracy in data. This duty is performed daily. 


12. Review report from Bureau of Vital Statistics to determine Homestead status. This duty is performed monthly. 


13. Obtain County Clerk list of registered voters annually and analyze information for Homestead freeze benefit for taxpayers. This duty is performed annually. 


14. Maintain all Mobile Home records countywide. This duty is performed daily. 


15. Responsible for all real estate change forms, coordinating with the Collector's Office. 


16. Assist appraisers/AIS with any maintenance/software issues. 


17. Make any and all necessary changes in the CAMA program for value adjustments with Assessment Coordinator. 


18. Select and ensure that property records for all EQ appointments are available for EQ Board members for review. 


19. Supervise Real Estate, Homestead, & GIS in absence of Chief Deputy GIS/RE. 


20. Perform any other related duties as required or assigned.


 


QUALIFICATIONS


To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


 


EDUCATION AND EXPERIENCE


Knowledge of a specialized field (however acquired), such as a working knowledge of procedures and technics of reading land description and land valuation. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training, equal to two years of college, plus 5 years related experience and/or training, and 3 years related management experience, or equivalent combination of education and experience. MUST BE ABLE TO READ LEGAL DESCRIPTIONS AND MAP.


COMMUNICATION SKILLS


Ability to read, analyze, and understand legal documents; ability to respond to complex or difficult inquiries or complaints from customers, regulatory agencies, or members of the business community.



REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS


High School Diploma or equivalent


EDGE/Laredo/ArcMap 10.8 & CAMA (training available onsite, completion required)


Certification:  IAAO Level 2 required

RESPONSIBILITY FOR WORK OF OTHERS


Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.  Responsibilities may include but not limited to interviewing, hiring and training employees; planning, assigning and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems.


 


Supervises a small group (1-4) half of which perform more complex work and half are in a lower classification of non-technical in nature. Assigns and checks work; assists and instructs as required.


 


Supervises the following departments: Assessor GIS/Real Estate in the absence of the Chief Deputy 




USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS


Regular use of highly complex machines and equipment; specialized or advanced software programs.


 


WORKING CONDITIONS

  • Starting rate of $48,458 annually for a new hire.

    Promotional rate of  up to $52,096 annually for an established employee (An established employee is an individual who has been a full-time Saline County employee for more than 90 days). 

    This position works Monday/Friday, 8 AM to 4:30 PM with some evenings required.  Paid holidays off, dependent upon work load.

    Bilingual Pay Available.

    Group health, dental and life insurance is paid by the County for the employee's coverage.

    The County contributes 15.32% towards the employees retirement through the Arkansas Public Employees Retirement System.
