GENERAL DESCRIPTION OF POSITION


Under the direction of the EQ/Homestead Manager, the position must have knowledge of the various laws associated with the Amendment 79.  Also have an overall understanding of the appraisal process, reading maps that are maintained by the Assessor’s office and operate the mapping website. This position also requires the knowledge to operate programs for personal property and real estate and make changes when necessary.  This position involves a lot of multi-tasking and a high level of concentration for the task being performed for Amendment 79.  The administrator of Amendment 79 must work with the CAMA Systems Manager and also the appraiser in order to resolve various issues that arise.  All functions must be performed efficiently in a professional and timely manner to meet deadlines for abstracts and billing. 


 


ESSENTIAL DUTIES AND RESPONSIBILITIES



  1. Handle the day-to-day walk-in request for Homestead Credit. This duty is performed daily.

  2. Responsible for the mail correspondence asking for proof for benefits to be applied and correspondence between this position and public. This duty is performed daily.

  3. Responsible for making the proper application to software for desired benefits. This duty is performed daily.

  4. Scanning of Homestead forms and applications for record keeping. This duty is performed daily.

  5. Examination of periodic report for Dept. of Health for proper applications. This duty is performed as needed.

  6. Process all changes from Collector’s office to resolve taxpayer issues. This duty is performed daily.

  7. Assist EQ/Homestead Manager with daily computer backup & offsite security. This duty is performed daily.

  8. Assist EQ/Homestead Manager with all mobile home issues. This duty is performed as needed.

  9. Monthly report from County Clerk for the purpose of administering freeze.

  10. Perform any other related duties as required or assigned.


 


QUALIFICATIONS


To perform this job successfully, an individual must be able to perform each essential duty mentioned satisfactorily.  The requirements listed below are representative of the knowledge, skill, and/or ability required.


 


EDUCATION AND EXPERIENCE


High school or GED, Knowledge of a specialized field (however acquired), such as a working knowledge of procedures and technics of reading land description and land valuation. Equivalent of four years in high school, plus night, trade extension, or correspondence school specialized training plus 3 years related experience and/or training, and 2 years related management experience, or equivalent combination of education and experience.


 


COMMUNICATION SKILLS


Ability to read and understand documents such as policy manuals, safety rules, operating and maintenance instructions, and procedure manuals; ability to write routine reports and correspondence.



REQUIRED CERTIFICATES, LICENSES, REGISTRATIONS


High School Diploma or equivalent


EDGE/Laredo/ArcMap 10.8 & CAMA (training available onsite, completion required)


Needs IAAO Level 2 or on the job training


 


PREFERRED CERTIFICATES, LICENSES, REGISTRATIONS


Certified Level III Appraiser (Administrative Track)


 


SOFTWARE SKILLS REQUIRED


Intermediate: 10-Key, Word Processing/Typing


AIS CAMA Software


EDGE Mapping Software


APEX Drawing Software



USE OF MACHINES, EQUIPMENT AND/OR COMPUTERS


Regular use of complex machines and equipment (desktop/laptop computer and software).


 


WORKING CONDITIONS


Normal working conditions as found within an office setting, wherein there is controlled temperature and a low noise level, plus a minimum of distractions.

ASSESSOR HOMESTEAD ASSISTANT



  • Starting rate of $37,389 annually a new hire.

  • Promotional rate of $41,543 annually for an established employee (an individual who has been a full-time Saline County employee for more than 90 days).

  • This position works Monday/Friday, 8 AM to 4:30 PM with some evenings required dependent upon the work load, with paid holidays off.

  • Bilingual pays available.



  • Group health, dental and life insurance is paid by the County for the employee’s coverage. 

  • For employee retirement, the County contributes 15.32% per pay period of the employee’s gross towards the employee’s retirement through the Arkansas Public Employees’ Retirement System.
