Asset Management Technical Coordinator

Classification Title: Project Coordinator, Technical, E23

Location: 22211 US Highway 19 N., Building 1, Clearwater, FL 33765

Schedule:Monday – Friday, 8:00 AM – 5:00 PM; some remote work available

Pinellas County Government is currently seeking an Asset Management Project Coordinator to oversee the data-related analytical and reporting components of our Watershed Planning and stormwater vegetation division within Public Works. The position will perform professional, technical, and analytical work involving engineering, geographic information systems (GIS), asset management, technical research, and quality assurance with a primary responsibility for supporting the data-related aspects of the asset management program efforts. There will be an additional emphasis on leveraging GIS and work management information to perform complex analyses that allow the Stormwater & Vegetation Division to make informed decisions, such as preventing and predicting failures, asset lifecycles and their financial needs.

This individual will be responsible for evaluating and implementing work standards and methods, developing and overseeing asset data collection best practices, and identifying opportunities for process improvements and technical solutions to diverse problems. This position develops and supports the documentation of technical and business system processes and performs other types of business analyses in support of the annual budget process, various operational activity cost comparisons, and complex reporting.

Essential Job Functions

Provides detailed analytics and prepares statistical data, progress reports, and summaries for technical reports and asset management plans.

Guides efforts to ensure reliability and maintainability of physical assets, equipment, processes, facilities, controls, and safety/security systems.

Prepares analytical reports in various formats summarizing recommendations to improve asset preservation and proactive maintenance.

Uses GIS software (desktop & web applications), Cityworks, Microsoft Access, Microsoft Excel, and other software/systems to complete complex analyses and reports.

Uses GIS and Asset Management systems to create various databases; creates tables, charts, data models, complex report and GIS maps.

Manages and oversees assigned asset collection projects; this includes being the point of contact facilitating and assisting with defining requirements, identifying business needs, providing recommendations for and developing data models, tracking projects through regular meetings with stakeholders, and monitoring timelines to completion.

Facilitates and assists in the development and deployment of mapping applications.

Works with manager and other Supervisors in the support and preparation of budgets, including advanced data analysis and summaries that assist in making decisions.

Summarizes and develops recommendations related to performance metrics and key performance indicators.

Exercises independent judgment in determining and recommending courses of action.

Effectively interacts with field staff to develop and implement data collection best practices.

Supports maintenance staff in defining requirements, performing analyses, and controls associated with preventative, predictive, and reliability-centered maintenance programs.

Prepares training materials or arranges for selected trainers in conjunction with identified needs.

Performs other related work as assigned or required.

Position Specific Requirements

Experience

– Technical and professional level experience in asset management related analytics in support of public works or utilities infrastructure and asset management experience that includes 1 year of lead worker or project supervision.

Education

– degree in information technology, GIS, engineering, or a related field or combination of education and experience will be considered as follows.

At least 8 years of experience as required as above; or

Associate degree as described above, and at least 6 years of experience as required as above; or

Bachelor’s degree as described above, and at least 4 years of experience as required as above; or

Master’s degree as described above, and at least 2 years of experience as required as above; or

An equivalent combination of education, training, and/or experience.

Occasional travel to field work sites or other county offices.

Possession and maintenance of a valid State of Florida Driver's License upon hire with eligibility based upon evaluation of a Motor Vehicle Record (MVR) driving report.

Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable

Understanding of asset management and emergency preparedness as they relate to stormwater infrastructure.

Demonstrated experience with independent thinking and other system parameters that define operating condition, life cycle and costs of asset maintenance.

Education and experience in the following areas:

Certified GIS Professional (GISP)

Knowledge of ISO55000

Knowledge of Cityworks work management software

Knowledge of stormwater assets

Knowledge, Skills, and Abilities

Proficiency in Geographic Information Systems (GIS).

Experience in Asset Management.

Ability to read and understand a wide variety and large volume of engineering plans, specifications and related documents.

Proficiency in the use of Microsoft Outlook, Work, Excel, Access and PowerPoint.

Knowledge in Structured Query Language (SQL)

Knowledge and experience in data gathering methods and analysis techniques.

Ability to work independently with minimum supervision under broad guidelines and obtain, analyze, summarize, and maintain asset management data and records.

Ability to communicate effectively, both orally and in writing with internal and external customers of varying levels and while developing and presenting technical information.

Detail oriented with a focus on accuracy and timeliness.

Possess strong organization skills.

Ability to manage and prioritize multiple tasks/projects.

Strong problem-solving skills.

Skill in the practice of analyses of asset life cycles.

Skill in identifying, analyzing, and isolating problems, and problem resolution.

Ability to present clear and concise reports, orally and in writing.

Physical/Mental Demands

The work is heavy work which requires exerting up to 100 pounds of force occasionally, and/or up to 50 pounds of force frequently, and/or up to 20 pounds of force constantly to move objects. Additionally, the following physical abilities are required:

Fingering: Picking, pinching, typing, or otherwise working, primarily with fingers rather than with the whole hand as in handling.

Grasping: Applying pressure to an object with the fingers and palm.

Handling: Picking, holding, or otherwise working, primarily with the whole hand.

Lifting: Raising objects from a lower to a higher position or moving objects horizontally from position-to-position. Occurs to a considerable degree and requires substantial use of upper extremities and back muscles.

Pulling: Using upper extremities to exert force in order to draw, haul or tug objects in a sustained motion.

Pushing: Using upper extremities to press against something with steady force in order to thrust forward, downward or outward.

Reaching: Extending hand(s) and arm(s) in any direction.

Visual ability: Sufficient to effectively operate office equipment including copier, computer, etc.; and to read and write reports, correspondence, instructions, etc.

Hearing ability: Sufficient to hold a conversation with other individuals both in person and over a telephone; and to hear recording on transcription device.

Speaking ability: Sufficient to communicate effectively with other individuals in person and over a telephone.

Mental acuity: Ability to make rational decisions through sound logic and deductive processes.

Talking: Expressing or exchanging ideas by means of the spoken word including those activities in which they must convey detailed or important spoken instructions to other workers accurately, loudly, or quickly.

Repetitive motion: Substantial movements (motions) of the wrist, hands, and/or fingers.

Standing: Particularly for sustained periods of time.

Walking: Moving about on foot to accomplish tasks, particularly for long distances or moving from one work site to another.
