Job Description:
JOB SUMMARY
This is a supervisory position within Lancaster County Behavioral Health and Developmental Services (BHDS).
This employee will provide oversight to the Mental Health Children's Case Management component by providing supervision and direction to the case managers.
Because this component serves children, adolescents and young adults, this employee must have a thorough knowledge and understanding of both the children and adult MH systems including the overseeing principles of CSP and CASSP.
Additionally, because the unit is composed of 2 levels of case management (Administrative, Blended Case Management) the employee must be familiar with the eligibility and discharge criteria as well as the expectations and requirements of each type as defined by the State.
The employee also works to ensure that collaborative relationships exist between the local adult and child serving agencies, providers, insurances and managed care companies, and local community systems and serves as a liaison to those systems to provide education regarding consumer access to mental health case management support.
**This position has a $5000 Sign-On Bonus
REPORTING RELATIONSHIPS
This position supervises Blended Case Managers (BCM); at times, this position will also supervisor a student-Intern.
The staff’s work is largely self-determined and dependent upon the number and nature of daily phone calls, and the required amount of face-to-face contact expected each month. When necessary and based on productivity and workload, the Supervisor will assign work to staff.
The work performance is reviewed through formal and informal supervision, a review of documentation, direct observation, consumer feed-back, and unit meetings.
This position can be assigned work by the Unit Director/supervisor and/or the Deputy Director of Mental Health.

ESSENTIAL JOB FUNCTIONS
Provide bi-monthly supervision to the case managers.
Monitor individual and unit productivity monthly to ensure staff are meeting expected goals.
Conduct case management level-specific meetings monthly or as needed.
Review performance goals and conduct annual performance evaluations.
Maintain documentation of employee performance including any disciplinary action.
Review staff documentation for accuracy, quality of content and consistency.
Ensure all CM requirements are being met
May be required to perform after hours on-call coverage on a rotating basis with other team members.
Attend Children's Unit Case management meetings.
Participate in monthly cross-system meetings/ CASSP clinics
Participate with staff in inter-agency meetings as needed
Participate in OMHSAS and Health Choices audit of BCM program.
OTHER SPECIFIC TASKS OR DUTIES
Assist staffing prioritizing workload.
Provide training and orientation for new staff or interns.
Provide back-up to Unit Director to ensure all BCM registration and discharge information is submitted
Maintain a small, temporary case load as needed to assist in coverage for extended staff vacancies or absences.
Review billing issues and aid in resolving related problems
Attend Supervisory meetings and other administrative/management meetings as required.
Participate with the Unit Director in the hiring of new staff. Develop and maintain a collaborative network of relationships both internal and external to the agency.
Participate in case management assignment process.
Participate in various planning meetings and interagency networking meetings within the community.
Participate in training/education of community providers regarding MH services Adherence to all County and Agency policies and procedures All other duties as assigned by the Unit Director.
MINIMUM QUALIFICATIONS
Two years of professional experience in public or private social work and a bachelor's degree with major course work in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences; or
Any equivalent combination of experience and education which includes 12 college credits in sociology, social welfare, psychology, gerontology, criminal justice, or other related social sciences.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of CASSP Principles and how they relate to the children's MH system
Knowledge of CSP and how they relate to the adult MH system
Knowledge and understanding of State defined MH priority populations and eligibility criteria for adults and children
Knowledge of Recovery and Resiliency principles as they relate to the populations being served
Knowledge of issues related to Childhood Development and Transitioning Youth
Knowledge of specialty populations such as the Dually Diagnosed (MH and IDD or MH and D&A),
Knowledge of and sensitivity to cultural issues which may impact mental health treatment.
Ability to interpret policies and incorporate them into procedures and guidelines
Knowledge of adult and children Targeted Case Management criteria, policies, and expectations
Demonstrate basic computer and word processing skills
Must have access to transportation and the ability to travel quickly to appointments
Ability to use a computer for data entry both within the office and working in the field.
REQUIRED LICENSES/CERTIFICATIONS/CLEARANCES
Must have acceptable background checks that include Child Abuse and PA Criminal History Check; FBI/Fingerprint clearance.
All clearances are required prior to start of employment and may not be more than one year old at the time of employment
Must pass pre-employment drug screen
Must have a valid driver’s license and acceptable driving history in accordance with County Policy
PHYSICAL REQUIREMENTS/WORK ENVIRONMENT
This Supervisor must be able to work in a busy and open environment. Supervisor must be able to routinely provide his/her own transportation to and from consumer's homes, meetings, outreach visits and other job-related appointments in a timely manner and be able to access those locations with reasonable accommodations.
Must be able to use a computer for data entry both within the office and while working in the field.
This position has been identified as having the potential for exposure to Hepatitis B. Access to training and a voluntary vaccination against Hepatitis B is provided.
