Description of Work
The primary purpose of the Adult Care Licensure Section is to protect the health, safety, and rights of individuals living in licensed adult care and family care homes (commonly known as, “Assisted Living”) through rigorous enforcement of state and federal regulations, administrative licensure actions, oversight of local social services, collaboration with stakeholders, and involvement in policy development and implementation.
The Section is responsible for licensing and enforcement of regulations for over 1,200 assisted living facilities across the State, representing a total of approximately 40,000 residents. Enforcement of regulations is achieved through various types of inspections which are conducted by interdisciplinary teams of investigators, including registered nurses, licensed pharmacists, registered dieticians, and social workers. In addition, the Section has mandated oversight and training responsibilities over the 100 County Departments of Social Services to ensure appropriate routine monitoring and complaint investigations of licensed adult care homes. The Section also has the responsibility for managing the certification, approval, and renewal of approximately 1,750 assisted living administrators, as well as approval of their continuing education programs, and approval of Administrator-in-Training programs. The Section also administers the N.C. Star Rated Certificate Program. In addition, the Section is responsible for consultation, technical assistance, and rule interpretation for providers, County DSS staff, and the public, and is also mandated to conduct semi-annual training for County DSS staff and providers. The Section responds promptly to public records requests and inquiries from a number of sources including the public, the media, lawmakers in the General Assembly, state and national advocacy groups, attorneys, and others.
The Assistant Section Chief assists the Section Chief with the overall management of section operations to ensure the welfare and safety of individuals residing in licensed adult care homes through provider licensing and inspection activities. The ACL Section is responsible for the licensure and annual inspections of over 1,200 adult care facilities in the state, monitoring the activities of the county DSS adult services staff, and providing mandated training to providers and county staff at least twice a year.
This position directly supervises the ACLS Eastern and Western Branch Managers and works collaboratively with all ACLS management staff under the direction of the Section Chief. The primary role of the Assistant Chief is to provide oversight and guidance to the Branch Managers for ensuring implementation of the established survey process in accordance with statutes, rules and Section policies. The Assistant Chief must have thorough working knowledge of regulations applicable to adult care, and the ability to interpret and apply those regulations. In addition, this position must be able to review and analyze information and provide recommendations about licensure actions to the Section Chief, agency legal counsel, and Division management. This position is also responsible for overseeing the recruitment, hiring and orientation of new survey staff to enable the Section to meet statutory inspection mandates and goals, and support county DSS in their regulatory role. The Assistant Chief generates reports and analyzes data to improve Section operations and continuously reviews Section policies and makes recommendations for improvement to the ACLS Section Chief. This position requires excellent communication and customer service skills, as well as moderate to advanced computer/technology skills. Must be able to effectively communicate with various stakeholders and partners, including agency attorneys, Division leadership, DSS leadership, legislators, providers, advocates, and the public.
This position is based in the NCDHHS Headquarters office building in Raleigh, NC, and has a flexible hybrid work schedule. Candidates who reside 60 or more miles from the headquarters office building will be considered for home-basing. If home-based, candidate will be expected to travel to the Raleigh headquarters occasionally for in-person meetings. This position has occasional travel within the state for meetings, conferences, legal proceedings, and other work-related travel. Candidate must have a valid North Carolina driver's license.
Management Preferences:
Registered Nurse with a current license in good standing issued by the NC Board of Nursing.
5 or more years experience as a manager in a regulatory agency and/or licensed health care setting.
Experience conducting inspections and investigations in North Carolina adult care homes.
Knowledge Skills and Abilities/Management Preferences
Salary Range: $70,627 - $137,724
Recruitment Range: $70,627 - $115,000

- Thorough understanding and working knowledge of statutes and regulations governing the licensure and operation of adult care homes in North Carolina.
- Demonstrated knowledge and application of human care licensing and regulatory principles to ensure the appropriate and effective delivery of health care services.
- Working knowledge of North Carolina's long term care system, including working with older adults, individuals with cognitive impairment, individuals with behavioral health diagnoses, and individuals with intellectual and developmental disabilities.
- Experience effectively managing teams and programs, including policy analysis and implementation, performance management and program evaluation.
- Ability to communicate effectively, both orally and written, to establish and maintain effective communication and work relationships with colleagues, stakeholders and customers.
This position is funded in part through federal funds.
This position will close at 11:59 p.m. the night before the end date.
The Division of Health Service Regulation oversees medical, mental health and adult care facilities, emergency medical services, and local jails. We check to see that people receiving care in these facilities are safe and receive appropriate care. We make certain that medical buildings are built only when there is a need for them.
