Job Description - Assistant City Engineer

The City of Marquette is seeking applications for an Assistant City Engineer. A Bachelor of Science degree in Civil Engineering, a minimum of 4 years of field experience, preferably in the employ of a municipal government or closely related line of work, and a Professional Engineering License in the state of Michigan or the ability to obtain a license within 6 months of employment is required. Applicants shall have broad knowledge of civil engineering principles, standards and practices, and detailed knowledge of State and Federal regulations.  Applicants should have at least 1 year of experience in a supervisory capacity with design and management responsibilities. Salary range $82,647 - $ 102,992.

POSITION SUMMARY


 


The Assistant City Engineer provides direct support to the City Engineer in managing the activities of the City Engineering Division and its employees.  The person in this position must possess a broad-based knowledge of civil engineering principles and practices as they relate to municipal operations, field surveys, construction management and inspection, and standard methods for analysis and design of streets and municipal utilities.  In addition to being technically skilled, the Assistant City Engineer must have managerial, communication and analytical abilities which can be called upon to aid in the direction of the division, to independently complete work assignments given by the City Engineer, and to provide continuity of departmental operations in the City Engineer’s absence.  The Assistant City Engineer is routinely called upon to coordinate with, and provide technical support to, other City departments.  Responsibilities of the position require skill in written and verbal communication, ability to understand and adapt new technology for use by the department, and the vision to identify long term trends and needs for capital improvements.


 


 


SUPERVISION RECEIVED


 


The Assistant City Engineer works under the direct supervision of the City Engineer.  Assignments are given in the form of general policies, objectives and priorities set by the Director of  Community Development and the City Engineer.  Methods and scheduling can be a matter of considerable individual discretion and judgment.  Work is checked upon completion or in progress based on circumstances.  Large expenditures require close supervision by the City Engineer.


 


 


SUPERVISION EXERCISED


 



The Assistant City Engineer has direct supervisory authority over a moderate-sized staff of full time and seasonal employees.  Matters of job assignments, resource utilization, work schedules and methodology are exercised with the consent and direction of the City Engineer.  Concerns over  hiring and disciplinary matters are executed only as delegated by the Director of Community Development and the City Engineer.

POSITION RESPONSIBILITIES AND DUTIES


 


An employee in this position may be called upon to do any or all of the  following list of duties.  This is not an exhaustive list, but is meant to illustrate the range and types of jobs which must be performed.


 


 - Assist the City Engineer in directing the activities of staff within established priorities and objectives.


 - Monitor performance of staff and provide for technical direction and training within guidelines established by the City Engineer.


 


- Provide a variety of technical analyses and reports to the City Engineer for review by higher officials. Assist the City Engineer in a variety of technical duties related to analysis, planning and report writing regarding facility maintenance, environmental reviews, and long-term capital programs.


 


- Provide technical advice and support to the Department of Public Works in regard to such matters as maintenance techniques, planning, and scheduling as related to streets, water distribution, wastewater collection and stormwater management facilities.


 


- Act as the City Engineer’s liaison with contractors, consultants, and utility companies. Coordinate the work of those agencies with City activities, and assist in resolving disputes arising from those activities.


 


- Investigate citizen complaints and referrals from other agencies, as assigned. Recommend solutions and referrals to other City departments.


 


- Design street, water, sewer and drainage projects under the direction of the City Engineer. Supervise the design of project components by other department staff.


 


- Act as permit agent in the issuance of permits required by City statute regarding street excavations, utility placements, driveways, off-street parking construction, and similar activities. Monitor the activities of permitees and their conformance with City statutes and policies established by the City Engineer.


 - Coordinate the processing of permit applications to State and Federal agencies as directed by the City Engineer.



- Assist the City Engineer in the preparation of annual departmental and capital outlay budgets, funding requests and grant applications.


 



 


- Assist in the preparation of technical specifications, bid documents, and project cost accounting records.


 


- Act as the City’s staff liaison to the Planning Commission, and other assignments as directed by the City Engineer.


 


- Participate in or conduct plan reviews, analysis and computer modeling of projects related to water distribution, sewer collection, stormwater management, traffic studies and similar work, as assigned.


 


- Direct the activities of staff in the maintenance and production of engineering and construction records, utility inventories, drawings, and maps.


 


- Maintain inventory records of major City infrastructure systems, including streets, water distribution, wastewater collection, and stormwater management systems. Provide periodic review and technical analysis of the condition of such systems as directed by the City Engineer.


 


POSITION QUALIFICATIONS


 


An employee in the position of Assistant City Engineer, upon appointment, should posses the following training and experience:


 



  • Knowledge of civil engineering principles, standards and practices in order to provide sound professional support and guidance on City projects.

  • Detailed knowledge of State and Federal regulations in assigned areas of responsibility.

  • Understanding of municipal operations, and an ability to interpret and become familiar with City statutes and ordinances as they relate to the operation of the department.

  • Skill in coordinating, assigning and supervising the work of engineering staff.

  • Ability to communicate effectively with staff, supervisors, and the public.

  • Physical ability to freely and safely move about construction sites, excavations, utility access ways and buildings is essential.


 



 



  • Bachelor of Science in Civil Engineering and a minimum of four year’s field experience, preferably in the employ of a municipal government or a closely related line of work.

  • At least one year’s experience in a supervisory capacity with design and management responsibilities is desirable.

  • Applicant must have a Professional Engineer’s license in the state of Michigan.

  • Bridge loading software as needed.

  • Standard drafting, CAD and GIS software.

  • Field survey equipment.

  • Engineering copiers, plotters, and scanners.



PHYSICAL DEMANDS


 



  • Lifting 75 lbs. maximum and frequent lifting and/or carrying objects weighing up to 40 lbs. May be requested to lift up to 150 lbs. with the assistance of another person.

  • Frequent standing, walking and sitting.

  • Occasional driving.

  • Must be capable of using hand (s)/ feet for repetitive single grasping, fine manipulation, pushing, pulling and operating controls.

  • Frequent bending, twisting, squatting and reaching.

  • Occasional climbing and grappling.

  • Ability to communicate orally in a clear manner.

  • Ability to distinguish sounds at various frequencies and volumes.

  • Ability to distinguish people or objects at varied distances under a variety of light conditions.

  • Ability to withstand temperature changes, traffic hazards, hazardous materials, varying noise levels and confined space in the work environment.
