Position Objective:
This position is responsible for managing the support operations, planning & analysis functions across all agencies on a broad basis, under the Materials Management & Distribution (MM&D) function. In consultation with the Labor Relations, People, Safety, and Facilities departments, the incumbent manages the daily administration of these functions within the parameters of the collective bargaining agreements (“CBA”). These responsibilities are related to labor relations, human resources, industrial safety program management, facilities/capital projects, equipment planning, MTA policy and regulatory compliance, training, and analysis of processes within the operations. In consultation with the People department, responsible for the design, development, and delivery of all procedural, systems, safety, and professional development training for MM&D personnel. In consultation with the Budget department, this job is accountable for the management and oversight of all operating and capital budgets for the MM&D, including analyses, forecasting, cost control management, and ensuring compliance with the divisions’ strategic business plans, and liaises with the Budget department where needed.
Responsibilities:
- Direct the labor relations activities across the agencies, providing guidance on contract interpretation within the parameters of the CBA. Maintain harmonious labor management relations with the unions. Consult with Labor Relations for non-routine issues.
- Manage the processing of grievance and discipline cases, representing management during arbitrations along with the Law Department in all legal proceedings.
- Ensure consistent application of collective bargaining agreements.
- Ensure the correct application of progressive discipline policy within the departments. All of these responsibilities are in the context as required by the CBA.
- Develop and negotiate job picks and preferences for all hourly and supervisory employees.
- Create and maintain the Safety Goal Action Plan for the MM&D as well as the Safety and Right to Know Matrices, ensuring all MM&D’s employees are in compliance.
- In consultation with either the People department and/or Labor Relations, direct the development of all human resources requirements planning, performance evaluation, monitor employee status, and required personnel actions as required by the CBA.
- Oversee the timely resolution of all payroll and timekeeping inquiries and coordinate with the Office of the Controller on employee and union notifications, the provision of annual leave allotments for vacation picks and sick leave usage data, sick control monitoring, and FMLA applications and leaves as required by the CBA.
- Direct the Internal Control Program, manage and coordinate with the Controller, Compliance, and State guidelines, interfaces and coordinates with the MTA Auditor General’s Office, City and State Controllers, and the MTA Office of Audit.
- Responsible for the design, development, and delivery of all procedural, systems, and safety training related to procurement in consultation with the People department. Manage and coordinate the research, development, and platform delivery of training materials/programs for the various employee groups (managerial, operating supervisory, professional/technical, administrative, and hourly) across the agencies. All the training is done by this job and department due to the specific operational nature of its responsibilities and its applications to the railroads and subways.
- Manage the development, implementation, analysis, and control of the budgets. Ensure that the MM&D’s management employees are provided with the requisite financial resources to accomplish their goals.
- Coordinate the local needs of the storeroom environments as it relates to computer hardware and materials management systems.
- Selects, trains, supervises, and directs the work of employees and consistently applies policies and procedures in an equitable manner. Provides ongoing performance management guidance, including progressive discipline when necessary. Responsible for enhancing employee performance through establishing and communicating clear expectations and evaluating performance in a fair and professional manner.

Required Knowledge/Skills/Abilities:
- Must have knowledge of Warehousing Operations and Supply Chain systems.
- Experience in collective bargaining and arbitration proceedings, negotiating, and labor management relations.
- Knowledge of and experience in curriculum development, creation of training materials, and learning aids.
- Excellent communication and interpersonal skills.
- Excellent organizational and presentation skills.
- Demonstrated ability to work with all internal levels within a given organization.
- Demonstrated ability to work in a high-profile, high-pressure environment effectively.

- Knowledge of Microsoft suite skills or comparable applications, including Excel, Word, and PowerPoint.
Required Education and Experience:
- BA/BS in Business, Supply Chain, or related field; MBA or advanced degree preferred.
- Minimum 10 years related experience in Business Administration, Human Resources, Industrial Psychology, Logistics, Organizational Behavior, Supply Chain Management, or a satisfactory equivalent, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
- 5+ years managing process improvement and efficiencies.
The Following is/are preferred:
- An advanced degree in a related field.
- Knowledge of visualization tools or comparable applications, such as Power BI, Tableau, etc.
- Knowledge of current agency materials management systems
- Experience in Lean concepts in supply chain, operations
Other Information
May need to work outside of normal work hours (i.e., evenings and weekends)
Travel may be required to other MTA locations or other external sites.
