Assist in maintaining the continuous operation of water distribution and delivery system by providing supervision and management of maintenance and construction. Support and implement all policies outlined in employee handbook.
ESSENTIAL FUNCTIONS
Responsible for duties as assigned by the Distribution Manager
Maintains operation during Distribution Manager absences.
Assist in directing department to complete tasks within established guidelines and timeframe
Work independently under general guidance, using discretion to determine how best to complete assigned tasks
Mark sites to be excavated for TN-ONE-Calls as needed.
Support and implement all company safety policies and procedures
Conform to guidelines formulated under OSHA, Workman’s Compensation, and company’s insurance carrier as well as State and Federal regulators.
Promote a strong safety culture among team members
Check & monitor all confined space entries
Make decisions on sloping, shoring, and benching on all trenches
Assist in building positive, productive employee relations.
Appropriately encourage employee suggestions and constructive criticism
Must have a working knowledge of heavy machinery and equipment used in distribution systems
Assist in supervising employees and carry out supervisory responsibilities in accordance with the organization’s policies and applicable laws.
Interview and train employees; plan, assign and direct work; appraise performance; reward and discipline employees and address complaints and resolve problems.
Assist in organizing and training employees to complete tasks within established guidelines and timeframe.
Read and follow plans, material lists and guidelines and apply necessary timelines.
Attend operations meetings as required.
Participate in long-range planning and establishing.
Emergency duty as required

WORKFORCE
Assist in maintaining an adequate workforce with emphasis on proper placement and development of employees
Forecast personnel requirements and prepare recommendations to the Distribution Manager with respect to the following:
New positions
Replacements
Promotions
Discipline
Discharge
Elimination of positions
Support, implement, enforce company wage and benefit policies for employees
CUSTOMER RELATIONS
Proper communication with people of all economic and education levels
Respond to all customer calls in a timely manner and make follow-up calls
Maintain positive, productive customer relations
Assist in maintaining uninterrupted operations by proactively managing customer relations to avoid conflicts that could impact service. Handle disputes and/or complaints within the framework of company policies
Support, implement and enforce all policies outlined in the company policy manual
PERSONAL DEVELOPMENT
Keep abreast of developments in the field of management, the technical areas under supervision, and developments within the company
Maintain an investigative and experimental attitude toward maintenance operations
Requirements
JOB SPECIFICATIONS: specialized, technical, or practical knowledge, skills, experience, or abilities needed to perform the job. (degrees, certificates, licenses, or other bona fide job qualifications.)
GENERAL REQUIREMENT:
Must meet residential policy requirements a 45-minute response time to Consolidated Utility District’s main office and maintain that residency status as a condition of their employment.
KNOWLEDGE/EDUCATION AND EXPERIENCE REQUIRED:
The following combinations of degrees and experience are acceptable:
High School Diploma (or GED) plus a minimum of five (5) years of experience in a water utility or related construction management field, or
A bachelor’s degree from an accredited college or university with a major in Construction Management, Management, Business, or related field.
Minimum 3 years of team management experience.
Leadership training/experience
State of TN Water Distribution System Operator Grade II Certificate of Competency or the ability to obtain within 24 months.
Valid Tennessee Driver’s License with a safe driving record
Valid Class “A” CDL with airbrakes is preferred
Strong understanding of water distribution systems facilities and operational logic
Good knowledge of Rutherford County preferred
SKILLS REQUIRED:
Competent Person Certification for Trenching and Excavation
Certified Forklift Operator or ability to obtain certification within 6 months
Operate a wide range of equipment and hand and air tools
Basic tool, equipment, and vehicle maintenance
Intermediate proficiency with common computer software and hardware Ability to read and understand construction plans
Must have initiative and be resourceful in problem solving
Must be able to communicate with people of all economic and education levels
Should be detailed oriented, able to focus on task-at-hand.
Self-motivated, organized, able to prioritize, dependable, retentive memory and have ability to command respect
Work is mostly in the field in a variety of settings and weather conditions
PHYSICAL DEMANDS: physical demands under which the job is performed:
Intermittently sitting, standing or stooping.
Typically standing or walking.
Typically bending, crouching, or stooping.
Frequently entering/exiting vehicle.
Long distance driving.
Frequent lifting of light objects.
Frequent lifting of objects weighing 25 to 50 pounds.
Climbing fences/ladders.
Use of tools or equipment requiring a high degree of expertise.
Need to distinguish between shades of color.

WORKING CONDITIONS: Normal or usual conditions where work is performed:
Work is primarily performed in a field setting with exposure to loud noise, outside elements, dust, dirt, grease, etc.
Hazards: Work frequently near moving mechanical parts. Exposure to irritating chemicals.
