Job Description - Assistant Program Manager

The North Slope Borough is a regional government dedicated to fostering healthy, economically strong, and culturally vibrant communities across America’s Arctic. Working in partnership with tribes, cities, corporations, schools, and businesses, the Borough supports sustainable development while preserving Iñupiat traditions and values. The Program Manager provides strategic leadership, oversight, and coordination of assigned Borough programs to ensure alignment with the North Slope Borough’s mission of fostering healthy, economically strong, and culturally vibrant communities. This position is responsible for planning, implementing, and evaluating programs that balance sustainable development, cultural preservation, and community well-being. The Program Manager works collaboratively with tribal entities, local governments, state and federal agencies, industry partners, and community stakeholders to deliver high-quality services that benefit residents while honoring Iñupiat values and traditions.

Responsibilities 

  • Lead the planning, development, implementation, and evaluation of assigned programs and initiatives.
     
  • Develop program goals, performance metrics, budgets, and strategic plans aligned with Borough priorities.
     
  • Manage program budgets, monitor expenditures, and ensure fiscal accountability and compliance with local, state, and federal regulations.
     
  • Supervise and mentor program staff, fostering professional development and a culture of collaboration and respect.
     
  • Coordinate with tribes, community leaders, agencies, and industry partners to support sustainable and culturally responsible initiatives.
     
  • Prepare reports, presentations, and funding proposals for leadership, governing bodies, and external stakeholders.
     
  • Ensure programs operate in compliance with applicable laws, grant requirements, and Borough policies.
     
  • Identify funding opportunities and assist in grant writing and resource development efforts.
     
  • Promote community engagement and ensure programs reflect local needs and subsistence values.


     

Requirements

  • Bachelor’s degree in Public Administration, Business Administration, Environmental Studies, Community Development, or a related field (Master’s degree preferred).
     
  • Five (5) years of progressively responsible experience in program management, public administration, or related leadership roles.
     
  • Experience managing budgets, grants, and regulatory compliance.
     
  • Demonstrated ability to work collaboratively with diverse stakeholders, including tribal governments and community organizations.
     
  • Strong leadership, organizational, and problem-solving skills.
     
  • Excellent written and verbal communication skills.
     
  • Knowledge of Arctic environments, rural service delivery, and Iñupiat culture preferred.
     
  • Valid driver’s license and ability to travel within the North Slope Borough as required.
