PAY RANGE: $62,575.00 - $104,292.00

REPORTS TO: Reservoir Manager

WORK LOCATION:  Coleto Creek Park, 365 Coleto Park Rd, Victoria, TX 

SUMMARY

The Assistant Reservoir Manager is responsible for the operation of all recreational facilities located at the Coleto Creek Reservoir. This position is responsible for the direct supervision of Reservoir Rangers, Administrative Assistants, Seasonal Rangers, Park Hosts, and Volunteers at Coleto Creek.

ESSENTIAL DUTIES AND RESPONSIBILITIES 

  • Work with the Reservoir Manager in the preparation and initiation of daily work assignments given to the park staff.
  • Supervise the collection, accounting and depositing of the park's entrance/user fees, and concessions revenues.
  • Supervise the daily inspection of all park facilities to ensure they are kept in a clean and sanitary condition; reporting any major damages.
  • Monitor of the campground area, boat ramps, and picnic areas to ensure that all rules set forth for the public use are not abused and are properly enforced.
  • Collaborate with GBRA staff in marketing park amenities and events. 
  • Supervise and apply pesticides around facilities and grounds.
  • Supervise and coordinate Park Host(s) and park volunteers. 
  • Work to secure grants and sponsorship funding for special events, park programs, and ongoing park development needs. 
  • Patrol by boat and vehicle, all areas of the lake and grounds designated as restricted to public access to ensure that these areas are kept free of boaters, swimmers, etc.
  • Maintain the safety and security of all recreational areas through periodic patrols.
  • Supervise the daily collection and disposal of all refuse material discarded within the park.
  • Provide visitors with information or assistance as requested.
  • Assist with the operation and maintenance of the potable water and wastewater systems by:

             - Producing water which meets or exceeds the requirements of the Texas Commission on 

               Environmental Quality (TCEQ).

             - Operating and maintaining the groundwater system to ensure proper function. 

             - Performing emergency repairs and maintenance when required.

             - Perform holding tank pump outs during the winter season for long term campers and pumping 

               out portable toilets on an as needed basis.

  • Periodic inspection, maintenance and repair of all buoy lines and markers within the Reservoir. 
  • Report accidents that have occurred on the lake or in the park to management and/or appropriate law enforcement. 
  • Perform all work in a safe, professional manner in accordance with established policies and procedures.
  • Monitor aquatic vegetation and coordinate control programs with the Reservoir Manager and GBRA’s Environmental Science Division.
  • Assist the Reservoir Manager in the operation of the Coleto Creek Reservoir in accordance with the Operations and Maintenance Manual and the Emergency Action Plan. 
  • Supervise the inspection of new and existing facilities constructed within the perimeter of the Reservoir to ensure that the facilities comply with the rules and regulations set forth in GBRA’s lease agreement and report any violations noted during inspection to the Reservoir Manager.
  • Report and follow-up on feedback received from park visitors.
  • Assist in the preparation of the annual budget. 
  • Regularly monitor the Coleto Creek Reservoir SCADA system by:

              - Completing in an accurate, legible manner all required logs and data sheets.

              - Notifying management of malfunctions or other problems encountered during 

                the monitoring of the telemetry system.

  • Maintain the security of the dam and spillway by seeing that all gates are locked after duty hours and unauthorized persons kept off the grounds.
  • Perform other duties as assigned. 

Requirements

KNOWLEDGE/SKILLS/ABILITIES

  • Operate tractors and riding mowers. 
  • Safely operate gas, electric, hydraulic, and hand tools and equipment. 
  • Operation of a boat with an outboard motor. 
  • Ability to communicate effectively with individuals and groups. 
  • Possess listening skills and patience when interacting with the public. 
  • Read and understand labels, Safety Data Sheets, and directions. 
  • Respond to visual and audible alarms and accurately interpret true colors. 
  • Read analog and digital indicators. 
  • Possess visual acuity to complete work in dark and dimly lit environments. 
  • Be on call or ensure appropriate staff are available to assist operations personnel to regulate reservoir releases during non-business hours. 
  • Respond to callouts and emergencies as needed with minimal delay. Work holidays, weekends, and hours other than 8:00 a.m. to 5:00 p.m. as scheduled. 
  • Possess basic computer skills, including MS Word, Excel, and Outlook. 
  • Perform basic and some advanced mathematics, including introductory algebra and geometry.

EDUCATION/CERTIFICATIONS 

  • B. S. Degree in Park Administration or other resource related field, or four (4) years progressively responsible supervisory experience.
  • Current valid driver's license and ability to remain insurable under GBRA’s vehicle liability policy. Must have an acceptable M.V.R.
  • TCEQ Class "D" Ground Water Operator License or obtain within 6 months of employment.
  • Possess or be able to obtain a TDA Certified Pesticide Applicator License with endorsements in landscape maintenance, vegetation management and aquatics.

EXPERIENCE

Two years of experience in park operations and maintenance, customer service, rule and regulation enforcement, budget preparation, employee supervision, and purchasing.

PHYSICAL DEMANDS

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. 

Work outdoors for extended periods of time in all types of weather conditions. Standard physical activity such as periodic standing, walking, sitting, and basic motor skills to operate necessary computer programs. Walk up to 2 miles over rough terrain, climb up and down vertical ladders and stairways up to 20 feet in length. Repeatedly lift 50 pounds from a variety of levels up to 4 feet vertical. This position must be able to swim. Work at elevated levels greater than 50 feet on platforms, roofs, bridges, etc.  Wear personal protective safety equipment. Employee will be required to take an annual audiogram test each year for hearing. Ability to perform basic First Aid & CPR.

Employees must wear protective footwear in compliance with ANSI or ASTM standard. New employees are provided footwear in compliance with ANSI or ASTM standard. Replacement footwear is provided annually for qualifying employees.
