Preferred Qualifications
1. Bachelor’s degree in architecture, engineering, construction management or an appropriate field of study with 5 years of related work experience is preferred.
2. Knowledge of current building codes and knowledge of University Building Standards is preferred.
3. Experience and/or familiarity with building automation systems (Automated Logic WebCTRL) and access control systems (e.g., Genetec) or equivalent systems.

Position Summary
This position reports directly to the Superintendent of Plant Operations and Engineering on the
UGA
Griffin Campus. This position assists in planning, organizing, assigning, directing, and reviewing the work of the Facilities Management Team. This position provides leadership and guidance for structural, mechanical, and electrical building operations, preventative maintenance and repair, operation and maintenance of buildings, facilities, utility systems, infrastructure, and equipment. Work involves communicating with developers, contractors, inspectors, architects, and specialized consultants for long-range planning and investigating the feasibility of adding to and modifying existing facilities. This position works to develop strategic plans for executing day-to-day operations and reviews safety and compliance standards to modify and revise operating procedures as deemed necessary. Additionally, this position will manage construction projects and develop program documents for renovations, and major renovations and repairs ( MRR ) projects. Project(s) scope may vary and will include collaborating and communicating with multiple stakeholders.

Leadership and Supervision
1. Assumes management responsibility for major Plant Operations and Engineering Department programs, services, and activities; assists in establishing and maintaining departmental and project timelines and priorities; ensures related activities comply with established standards, requirements, laws, codes, rules, regulations, ordinances, policies, and procedures.
2. Manages and participates in the development and implementation of goals, objectives, policies, and priorities for assigned functions and programs; recommends, within departmental policy, appropriate service and staffing levels; recommends and administers policies and procedures.
3. Selects, trains, motivates, and evaluates assigned personnel; provides or coordinates staff training; engages with employees on performance issues; responds to staff questions and concerns; consults with the Superintendent of Plant Operations and Engineering regarding disciplinary and consistent performance issues but has overall management responsibility of the skilled trades unit.
4. Continuously monitors and evaluates the efficiency and effectiveness of work order requests, assesses and monitors workloads, administrative and support systems; identifies opportunities for improvement and reviews with the Superintendent; directs the implementation of improvements.
5. Plans, organizes, controls, and directs operations and activities in support of the inspection, construction, maintenance, and repair of buildings, facilities, utility systems, infrastructure, and equipment; assists in directing the day-to-day activities of the department; ensures related activities comply with established laws, building and university building codes, rules, regulations, ordinances, policies, and procedures.
6. Request annual renewal proposals; coordinate and schedule the work for outside preventative maintenance contracts for campus equipment including, but not limited to chillers, air compressors, boilers, fire alarm systems, fire sprinkler systems, elevators,
HVAC
filters, fume hood certifications, fire extinguishers, backflow devices, and backup power generators and automatic transfer switches.

Project Development and Design
1. Design and/or create scope of work descriptions for repair and/or renovation projects on campus performed by outside contractors.
2. Assist in the development and implementation of major facilities projects with both campus customers and contractors performing the work, including the preparation of plans and specifications for facility modifications; assist in coordinating and inspecting the work of outside contractors involved in repairs and construction.
3. Request pricing for the scope of work and obtain the necessary approvals needed to proceed.
4. Work with the Athens Office of University Architects ( OUA ), Facility Management Division ( FMD ), and Procurement personnel to ensure the required processes are followed.
5. Meet with Architects, Engineers, and consultants hired by
UGA
for certain larger projects where full design documents are required.
6. Provide information to third-party Architects and Engineers for them to be able to successfully perform their task, including, but not limited to, as-built information, utility information, sequence of operations, and test & balance reports.
7. Review partial design documents and offer suggestions for improvements.
8. Aid in preparing
MRR
requests and maintaining a revolving list of deferred maintenance projects with updated budget estimates.
9. Provide an itemized list to secure funding sources with consultation with the department heads and campus administrators.

Quality Control / Safety & Compliance
1. Prepares facility condition assessment reports or descriptions of campus needs relating to existing buildings and infrastructure.
2. Researches and helps identify items deemed necessary for specific building and utility-related repairs.
3. Coordinates the testing of suspect hazardous materials on campus for asbestos and lead paint content and maintains a file for tested items.
4. Coordinates any requirements for archeological assessment and or historical preservation review through the Athens
OUA
office.
5. Completes the
GEPA
assessment form for projects with any ground-disturbing activities.
6. Functions as quality control owner’s agent inspecting deficiencies and approve or reject/modify contractor payment applications and or invoices based on work completed satisfactorily.
7. Monitors the Griffin Campus Building Automation System ( BSA ) system to investigate and troubleshoot specific issues and alarms associated with the system.

General Technical & Mechanical Support
1. Aids in programming and troubleshooting the
BSA
System; coordinates and reports any server issues to
UGA
FMD
IT.
2. Manages the Griffin Campus card access control system, including creating new access cards, canceling access, and programming doors and gates locked and unlocked at certain requested times.
3. Maintains system access for incoming and outgoing staff members.
4. Coordinates with service technicians to troubleshoot hardware systems during outages.
5. Forwards and approves key requests to the key shop for distribution of physical keys.
6. Acts as backup for work order system management by assigning work orders to team members and resolving requests upon approval.
7. Aids team members with manual equipment departmental requests including, but not limited to, moving furniture, locating utilities, events set-up, etc.
8. Monitors Campus
AED
defibrillators monthly and coordinates the repair of ones failing inspection.
9. Updates the status of the AED’s monthly tracking software.
10. Provides guidance on sizing of specific replacement equipment purchases such as water heaters, air compressors, gas-fired unit heaters, etc.
11. Other responsibilities within the purpose and scope of the role, including responses to emergency after- hours concerns, alarms, etc.
