Job Description - Assistant Town Planner

JOB TITLE:              Assistant Town Planner                     


DEPARTMENT:         Administration


 


REPORTS TO:          Town Planner                                               


SALARY RANGE:    $65,000-$85,000


 


HOURS:                     8am-5pm M-F with additional hours to complete work requirements as needed.


 


GENERAL PURPOSE:


This position, under the direction of the Town Planner, provides entry-level professional planning work and is responsible for assisting with a wide range of town planning functions from development review to comprehensive plan policy implementation. This work requires a combination of skills in research, analysis, and interpretation of concepts and data pertaining to planning and implementation of the Town of Fraser Municipal Code. Work is performed with routine supervision from the Town Planner.


  


ESSENTIAL DUTIES AND RESPONSIBILITIES:


The below list is intended to be illustrative of the responsibilities of the position and not all encompassing. The Town may change these duties at any time.


 


Assists in working closely with applicants and the general public, answering questions related to Town codes and ordinances and guiding them through the development review and compliance processes.



Provides high-quality customer service by responding to e-mails, phone calls, and in-person inquiries from the general public regarding zoning, subdivision, land use, and development.


Provides assistance with requests for information regarding sign permits, banner permits, and special use permits.


Provides assistance and information to Town departments and potentially other outside agencies, contractors, and the general public regarding a wide range of planning functions and other related areas.


This may include, but not be limited to, development standards application and communication, public improvements coordination, and code enforcement and compliance requirements.


Assists the Town Planner in preparing staff reports, workshops, and meeting packets for the Planning Commission, Board of Adjustment, and Town Board of Trustees meetings.


Develops policy recommendations, ordinances, and reports related to long range planning projects.


Provides staff support for special projects and programs administered by the department.


Processes and reviews minor development applications.


Provides an ethical commitment to protecting the health, safety, and welfare of residents and visitors in Fraser.


Continuously pursues education on modern planning techniques; continuing education is expected to be pursued at the Town’ expense, emphasis should be placed on professional advancement within the planning field, including, but not limited to: American Planning Association membership, attendance at statewide, regional, and national planning conferences, and preparation for American Institute of Certified Planners testing and certification.


Researches, develops knowledge of, applies for, and administers grants as related to land use planning and strategic planning projects.


Provides professional records management within the Town’s records database.


Performs related work as required.


 


 MINIMUM QUALIFICATIONS:

Knowledge of the geography of the town.


Must have excellent organizational, administrative, computer, and interpersonal skills.


Ability to manage multiple tasks.


Ability to read, understand, and interpret various zoning ordinances, codes, and regulations.


Ability to work with land developers, property owners, and the general public with tact and diplomacy, often in stressful situations.


Must possess excellent research and report presentation skills, strong written and verbal communication skills.


Ability to establish and maintain effective working relationships with Town employees, Town elected officials, other agencies, and the public.


Bachelor’s Degree in urban planning, architecture, public policy or related field of study


General knowledge of municipal planning processes


Any equivalent combination of acceptable training, education, and experience will be considered at the discretion of the Town Planner.


PREFERRED QUALIFICATIONS:


Master’s Degree in Urban Planning or Related Field


AICP (American Institute of Certified Planners) Certification


2-4 years of experience working in municipal land use planning


LICENSES/CERTIFICATIONS:


Valid State Driver’s License


Satisfactory Motor Vehicle Record (MVR)
