Job Description - Associate Vice President, Clinical Operations

Overview

JOB SUMMARY:

The Associate Vice President, Clinical Operations is a highly regarded health care executive is a member of the senior management team of the health system and responsible for the administrative oversight for their assigned services and responsible for the strategies, business plans, facilities, operations, and quality of care for patient care services. Works closely with Senior Leadership throughout the health system to ensure that the clinical services appropriately support the academic mission and programs of their services, and operate in a manner that is financially successful and ensures that the health system is the dominant provider of those services in the region. Working with the Executive Leadership, the SVP, Medical Directors and other leadership, ensures the translation of discovery into the clinical environment such that patients are offered the most advanced care, and that the academic and clinical missions reach new levels of synergy and excellence.

EDUCATION/EXPERIENCE:

MBA, MHA or equivalent degree and ten years health care administrative experience with progressively responsible management experience required.

LICENSURE, CERTIFICATION, and/or REGISTRATION:

Certification or advanced membership preferred in an appropriate professional organization such as ACMPE, ACHE, etc.

Institutional Support

ESSENTIAL FUNCTIONS:

Exemplifies the WFBMC Standards of Behavior and Code of Conduct, while striving to identify compliance risk through department led risk assessments, system monitoring, and periodic audits, and reporting any identified violation to Legal Services and Corporate Compliance Departments. Ensures immediate action is taken on any issues identified through a self-assessment or by Legal Services or Corporate Compliance; that policies are developed or revised as necessary; and that efforts are made to ensure a positive and compliant work environment for all employees.

Through direction with the Executive Directors of the Service Lines/Shared Services, coordinates the integration of the clinical aspects of the Shared Service, with emphasis on Quality/Safety, People, Operational Excellence, Financial Performance and Strategy/Growth. When appropriate to the Shared Service, supports the academic mission of the Academic Department.

Develops strategic annual business and growth plans for the assigned services and ensures the strategies and goals of clinical operations are aligned with the health system plans and supports it financial objectives.

Prepares comprehensive annual budgets and objectives/targets for the Commitment To Excellence Report. Directs personnel, identifies capital equipment, manages to a variable budget and oversees the revenue cycle charge capture/cash collection process for the assigned areas.

Oversight of key financial, quality and operational metrics within assigned services. Responsible for optimizing revenue and containing costs, budget development and maintenance and P&L responsibility. Creation and management of quality and operational goals and metrics.

Plan and support the operational performance of the tripartite mission. Ensures appropriate administration of education, research and clinical operations.

Management of all HR issues within assigned services in conjunction with organizational policies and procedures. Assures the efficient and effective management of clinic and hospital personnel in compliance with medical center policies and procedures, federal and state regulations. Provides direction to staff to meet regulations related to Human Resources, in-service education and job results management, sets standards for performance/competency, maintains effective staffing, hiring, evaluations, personnel development and follows appropriate disciplinary procedures as necessary.

Oversight of the assigned services? program planning and implementation for the health system.

Maintains awareness of business intelligence and marketplace forces impacting the assigned services and incorporates into business planning process.

Plan effectively for the anticipated demand on clinical services arising from expanding clinical volumes, ensuring that facilities, technologies, operations, staffing, and outreach activities are sufficient to achieve and maintain a market leadership position for the health system.

Identify opportunities to eliminate redundant, duplicative and non-value administrative processes and practices and develop collaborative partnerships with assigned services executive directors and department academic chairs in the appropriate decision making processes.

Improve patient throughput and access to the services of the assigned services and ensure efficient patient care throughout all patient care areas.

Assures effective communication of information to employees, communicates medical center information through section managers to department employees, keeps staff informed about department, hospital, and medical center policies and procedures as well as information of daily interest.

Communicates effectively with the faculty providing medical direction of the Service Lines/Shared Services, keeping the medical directors informed on issues and effectiveness of operations, ensures that faculty are consulted on operations specific to their individual sections, involves the appropriate faculty in planning activities and operational oversight.

Promotes continuous Quality Improvement focusing on reduction of errors through improved reporting and process improvement, seeks and listens to customer input and concerns to identify improvement opportunities, utilizes benchmarking to identify opportunities for growth and improvement, completes monthly performance reports measuring profitability, productivity, quality and safety, and customer satisfaction.

Coordinates and leads both short-term and long-range strategic and operational planning of the applicable Service Lines/Shared Services. Supports institutional program planning for new facilities or programs as needed. Establishes annual performance goals and manages towards achievement.
