About Us

The North Carolina Community College System (System Office) is a statewide network of 58 public community colleges. The system enrolls over 500,000 students annually. It is the 3rd largest in the nation based on the number of colleges. It also provides data to the North Carolina Learning Object Repository by collecting, contributing, and sharing digital learning resources for use in traditional or distance learning environments. Description of Work

RECRUITMENT RANGE: Up to $130,985.
The Associate Vice President of College Finance & Operations provides executive-level leadership for statewide college fiscal compliance, financial reporting, and operational support functions. Responsibilities include oversight of State Aid including fiscal stewardship, capital project monitoring, and technical resources including financial reporting workflows and process improvement.
Budget Allocations & Management – 10%
• Review State Board agenda items
• Verify capital agenda items
• Ensure timely notification of allocations to colleges
Financial Reporting Oversight – 15%
• Approve monthly State Aid journal entries
• Review survey instruments and compiled college financial reports
• Ensure compliance in capital reporting
Fiscal Stewardship & Technical Assistance – 15%
• Respond to college finance questions
• Coordinate communications from staff
• Support ACCBO conferences
• Recommend policy updates
• Oversee SBCCC code items.
Process Documentation – 25%
• Research and develop standardized documentation
• Identify priority processes
Process Reviews & Workflow Improvement – 25%
• Identify key tasks
• Enhance director skills in problem‑solving and delegation
• Ensure thorough documentation of procedures
Supervision & Leadership – 10%
• Lead staff to meet performance goals
• Model NCCCS values; coach employees
• Support safety and professional development

Knowledge Skills and Abilities/Management Preferences

KNOWLEDGE, SKILLS AND ABILITIES:

  • Mastery of state budgeting and accounting principles
  • Strong leadership and communication abilities
  • Strategic planning and analytical skills
  • Ability to interpret policy, legislation, and SBCCC code
  • Ability to support colleges with complex fiscal challenges

Master’s degree in accounting, finance, public administration, business, or related field, and extensive experience in public sector financial management. Equivalent combinations may be considered.
