SUMMARY:

The Assistant Vice President, Grant Management is charged with overseeing the execution of our grant programs and major growth capital initiatives. This position will serve as a centralized resource to ensure that federal and state grants are executed efficiently and within compliance, utilizing company policies and leveraging best practices across G&W's short line railroads.

RESPONSIBILITIES:

• Oversee execution focused aspects of grants picking up post-award and procurement, ensuring compliance with federal and state regulations.


• Maintain ownership of project plans for major grant projects to be used for senior management and shareholder reporting, including status updates, budget tracking and risk identification.


• Partner with engineering and procurement teams to ensure that initial project plans are organized, with the correct scope and clear accountabilities for execution.


• Serve as a liaison across legal, operations, procurement, government affairs, finance, and other key stakeholders to facilitate the various phases of the grant process including contract execution, procurement, construction, administration, and compliance.


• Assist VP, Program Management and VP, Engineering to co-chair the Project Execution Committee to review status of major projects on a quarterly basis, including internal and shareholder representatives.


• Develop and implement strategies to streamline grant execution processes and improve efficiency.


• Monitor and report on the progress of grant-funded projects, ensuring timely and successful completion.


• Serve as the primary point of contact with Federal and state agencies on execution focused initiatives, ensuring compliance of project requirements and facilitating timely billing of grant receivables


• Collaborate with procurement, accounts payable, engineering, capital accounting and other internal departments to ensure projects are executed efficiently and timely


• Partner with internal and external stakeholders to identify and secure new grant opportunities.


• Oversee execution high-volume transactional state projects, with a focus on efficiency and working capital management.


• Provide leadership to internal team focused on day-to-day execution of projects.

REQUIRED SKILLS AND/OR EXPERIENCE:

• Proven experience in grant management, preferably within the transportation or infrastructure sectors.


• Solid understanding of rail infrastructure and the vendors that provide services to support infrastructure upgrades.


• Strong understanding of federal and state grant regulations and compliance requirements.


• Excellent project management and organizational skills.


• Ability to work collaboratively with diverse teams and stakeholders. Open and receptive attitude.


• Strong analytical and problem-solving abilities.


• Exceptional communication and interpersonal skills. Ability to initiate, and persuasively, but professionally pursue conversations with key decision-makers and stakeholders.


• Maintains professional demeanor with the ability to form teams and build consensus.

REQUIRED EDUCATION AND/OR CREDENTIALS:

• Bachelor's degree in business administration, Public Administration, or a related field. Advanced degree preferred.
