INTRODUCTION:
The incumbent shall demonstrate a deep understanding of Native cultures and a thorough knowledge of alcoholism, substance use disorder, and other addiction issues. The candidate must hold a Certified Alcohol Drug Counselor I (CADC I) certification through the Addiction Counselor Certification Board of Oregon (MHACBO). This role involves supervising staff at the Lincoln City satellite office, Transitional Living Center (TLC), case management, protégé program, reception, data collection personnel, and peer recovery mentors. In the absence of the Behavioral Health Program Administrator, the incumbent will assume supervisory responsibilities for all Behavioral Health staff.

REQUIREMENTS:
Associate degree in Social Sciences or related field, CADC I certification through MHACBO and two years of behavioral health program management experience including two years supervisory experience – or- an equivalent combination of education and/or experience. The CADC I certification cannot be substituted. Knowledge of: Comprehensive knowledge of addiction and substance use disorders, including the ASAM criteria for assessing addiction severity, various treatment modalities, and evidence-based practices in substance use treatment. Knowledge of relevant laws, regulations, and ethical standards that govern behavioral health services, ensuring compliance and ethical treatment of individuals. Proficiency in data collection, program planning and development, report writing, and quality assurance to maintain the effectiveness and accountability of behavioral health programs. Ability to:Offer clear direction, support, and constructive feedback to team members, ensuring successful program implementation and positive client outcomes.Collaborate effectively with a diverse range of individuals, utilizing strong communication skills to engage with Native American clients and program staff in a culturally sensitive manner. Proficiently network with community and tribal agencies, as well as multidisciplinary teams, to foster partnerships and support comprehensive behavioral health services. Other: Commitment to abstinence from alcohol or substance use, particularly for individuals in recovery, with assurance that job performance has not been affected by substance use within the past two years. Possession of current First Aid and CPR certification or the ability to obtain it within six months of employment. Valid driver's license, vehicle insurance, and eligibility to operate a GSA vehicle.
