Title:                              Behavioral Health Bridge Housing (BHBH) Program Manager

Salary:                           Hourly/ DOE (Mon-Fri, nights and weekends as needed, ability to travel out of county)                   


Supervisor:                   Social Services Director


Subordinates:               Housing Navigator, Support Assistant(s), Volunteers


POSITION SUMMARY:


Under the primary direction of the Social Services Director, the BHBH Program Manager will manage the California bridge housing settings that will address the immediate housing needs of individuals in tribal communities who have serious behavioral health conditions and are experiencing homelessness.


JOB DUTIES AND RESPONSIBILITIES:


Grant Related Duties



  • Work with Pala Housing and Pala Social Services Departments to complete all bridge housing start-up infrastructure activities and make beds available within one year of contract execution.

  • Partner with local or regional Continuums of Care (CoCs) and other homeless service efforts within the county.

  • Include people with lived experience of homelessness and serious behavioral health conditions —both SMI and SUD—as part of BHBH programmatic planning, implementation, and quality improvement.

  • Prepare and submit the BHBH Program Plan detailing funds utilization and service delivery.

  • Ensure Bridge meets housing Emergency Solutions Grants (ESG) habitability standards and, when applicable, CoC Housing Quality Standards (HQS).

  • Support access to treatment for mental health and substance use disorder, including medication-assisted treatment (MAT).

  • Prioritize and ensure services for eligible CARE Program participants.

  • Enter data on the individuals and families served by the BHBH Program into the local Homeless Management Information System (HMIS), as required by AB 977.

  • Submit quarterly narrative and data reports that document progress toward improved outcomes. 

  • Participate in monthly calls, learning collaboratives, and TTA activities; provide updates and undergo monitoring and reimbursement reviews as needed and requested.


Operational Management



  • Recruits, interviews, hires, and trains staff to assist with project timelines and quality.

  • Oversees program staff members to ensure program activities are completed on time and to specifications prior to and after interventions.

  • Provides support for all aspects of the program operation and implementation to ensure the overall success of the programs, designs, and activities.

  • Coordinates with the Finance Department to manage program budgets and timelines in compliance with grant requirements.

  • Regularly update the Social Service Director on program status and potential challenges.

  • Serves as a liaison with the Executive Committee, department heads, and external vendors to meet organizational objectives.

  • Ensure program compliance with relevant laws, regulations, and best practices.

  • Establish and maintain partnerships and collaborations with other Pala Departments.

  • Perform other duties as assigned, including special projects and additional grants.


KNOWLEDGE, SKILLS, CERTIFICATIONS AND ABILITIES:



  • Extensive knowledge of the Fair Housing Act (FHA) and other government programs.

  • Knowledge of various computer-based programs, including all Microsoft Office products.

  • Ability to communicate effectively, both verbally and in writing, at various levels of interaction.

  • Ability to supervise a team of employees and create cohesion within the group and department.

  • Ability to prioritize tasks and to delegate them when appropriate.

  • Ability to function well in a high-paced and, at times, stressful environment.

  • Maintain ethical guidelines.

  • Maintain confidentiality at all times.

MINIMUM QUALIFICATIONS:



  • Bachelor's degree in Social Work, Psychology, Counseling, or any other related field from an accredited college or university or a combination of six years of education and work experience in similar or related fields.

  • At least five years of related experience is required, with high-level management experience preferred.

  • At least two years of supervisory experience with more than three full-time subordinates.

  • Experience working in healthcare, medical or social services settings.

  • Experience working with individuals with addiction or mental health issues.

  • Previous experience working with Native American Populations would be preferred.

  • Must pass pre-employment and random drug testing during employment.

  • Must acknowledge and agree to maintain a Drug-Free workplace (including marijuana) as a condition of employment with the Pala Band of Mission Indians. 



  • Must successfully pass a Fingerprint-based background check of potential employees, volunteers, and contractors pursuant to Public Law 101-630 - Indian Child Protection and Family Violence Prevention Act.


 



  • Must have a valid class "C" driver's license and have a clean driving record.

  • Must be willing to work in the field and travel within and outside of city limits.

  • CPR/First Aid certification preferred; if not, certification must be completed within 60 days of being hired

  • Indian preference will apply. The Pala Band of Mission Indians will give hiring preference to fully qualified applicants who are Pala Tribal Members.

All employees are expected to follow the Tribal Employee Handbook of the Pala Band of Mission Indians and must adhere to any additional applicable addendums.
