Job Description - Bilingual Housing Counselor



Full-time


Description

The Bilingual Housing Counselor plays a key role in delivering comprehensive housing counseling services for individuals and families. This position provides education, workshops, and one-on-one counseling to renters, prospective homebuyers, and homeowners. Areas of focus include renter education, first-time homebuyer preparation, foreclosure/default and delinquency counseling, financial literacy, and credit education.

The ideal candidate exercises strong independent judgment, demonstrates sound decision-making skills, and empowers clients to make informed, sustainable housing choices through equitable, culturally responsive guidance.

Essential Duties and Responsibilities:

  • Uphold the Vision, Mission, and Values of Community Progress Council. 
  • Prepare accurate billing, documentation, and compliance reports for PHFA, HUD, and other funders. 
  • Maintain professional competency through required trainings and participation in CPC meetings. 
  • Recruit eligible participants and promote program services. 
  • Develop individualized client action plans for rental, pre-purchase, post-purchase, credit, budget, and foreclosure counseling. 
  • Assist clients with spending plans, savings goals, credit improvement, and applications for rental housing, loan modifications, and emergency mortgage assistance. 
  • Educate clients on Fair Housing, Predatory Lending, eviction, and foreclosure processes. 
  • Ensure confidentiality of all client information and maintain secure, compliant file systems. 
  • Provide ongoing follow-up, monitor client progress, and make referrals to community resources as needed. 
  • Prepare, coordinate, and deliver homebuyer education and financial literacy workshops; manage registration and ensure interpreter access when needed. 
  • Build and maintain relationships with lenders, realtors, landlords, loan servicers, and community partners; advocate on behalf of clients to resolve delinquencies and housing conflicts. 
  • Represent the program at community events, meetings, and presentations. 
  • Maintain accurate databases, participant files, and program records in accordance with PHFA and HUD requirements. 
  • Support evaluation of housing counseling services and ensure compliance with all contracts and regulations. 
  • Collaborate with program staff to promote integrated, client-centered services and maintain effective office procedures. 
  • Perform other duties as assigned.

Requirements

Education and Qualifications: 

  • Education & Experience: Any combination of work and experience equivalent to a bachelor's degree from an accredited college or university with major work in social work, housing counseling, housing planning, real estate, banking or related field and some experience in housing services. 
  • Certifications: Housing counseling certification and/or credit counseling certification preferred
  • Skills & Competencies: Bi-lingual and bi-cultural language skills required. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from diverse groups of managers, clients, customers, and the general public. 
  • Technical Skills: Experience with Microsoft Office Suite in a Windows environment helpful and preferred.
  • Work Requirements: Valid PA driver’s license, reliable transportation, consistent attendance, and responsiveness via phone/email. 
  • Schedule Flexibility: Ability to work evenings and weekends as needed; may be required to begin the workday at various CPC sites.
