Job Description - Billing Manager

The Talent Acquisition department hires qualified candidates to fill positions which contribute to the overall strategic success of Howard University. Hiring staff "for fit" makes significant contributions to Howard University's overall mission.

BASIC FUNCTION:

This position is responsible for leading and planning the billing operations. The individual is responsible for designing, implementing and enforcing policies and procedures, as well as streamlining effective billing processes. This position is highly visible and requires a strong leader with the ability to prioritize, plan, and direct the billing unit.

PRINCIPAL ACCOUNTABILITIES:

Manage all billing functions ensuring all claims are billed accurately, in complete compliance with regulatory and company requirements, and timely.
Verify all claims are received each day.
Verify all claims are downloaded into the billing application each day.
Verify all billers have worked all assigned claims before transmission each day.
Verify all clean claims are transmitted by 11:00 AM EST each day.
Verify all research has been completed to correct remaining erred claims each day.
Work closely with the electronic claims processing vendor to ensure efficient utilization of Allscripts system, adherence to all regulatory requirements, and error-free submission of claims to the payers.
Verify staff has working knowledge of all EP billing system features available to process and correct claims.
Verify Allscripts application contains all edits needed to identify claim errors.
Verify Allscripts application identifies and prevents transmission of all overlapping, duplicate, and noncompliant claims.
Develop, communicate, and maintain standards of performance to ensure billing staff performance goals are in accordance with FPP objectives / expectations.
Develop, implement, and maintain measurement and control systems to ensure compliance to established standards of performance.
Assist in report development to communicate the billing operation billing effectiveness.
Develop policies and procedures throughout the billing operation to standardize operations, communicate expectations, and establish agreed upon outcomes.
Develop, implement, and maintain measurement and control systems to ensure compliance to established standards of performance.
Implement and monitor policies and procedures to obtain necessary information from facilities to prevent billing delays.

Candidates must possess appropriate knowledge in billing operations to include compliance, patient access, claims processing, account resolution, demonstrated knowledge in physician practice accounting/financial reimbursement.

MINIMUM REQUIREMENTS:

Bachelor's degree in health care administration, business or other related field or equivalent required. Minimum of five (5) years of medical billing management experience. Ability to interact with staff. Exceptional interpersonal skills and strong oral and written communication skills. Ability to manage multiple projects. Excellent problem-solving skills and strong attention to detail. Ability to analyze financial and operating information to facilitate decision- making. Ability to prioritize and handle multiple tasks in a dynamic work environment. Ability to work independently and collaboratively. Ability to present findings or train large groups of users. Working knowledge of all Microsoft applications (Word, Excel, PowerPoint and Access) Ability to work with a multi-disciplinary team
