Allegheny Science & Technology (AST) is seeking a Biometrics Compliance SME II to support our team in Clarksburg, WV.
Duties & Responsibilities:
Research and analyze National Ground Intelligence (NGI) changes by attending scheduled Electronic Biometric Transmission Specification (EBTS) Working Group meetings, Standards meetings, and additional meetings, as required.
Addresses and completes the required NGI changes in the Customer EBTS specification in all affected areas.
Assist with maintaining and updating the existing Customer EBTS specification to accommodate new biometric technologies, new and changed services, and new Information Technology Laboratory (ITL) updates using Adobe InDesign, as directed by the Customer.
Assist the Government in updating the Customer EBTS to comply with the applicable ANSI/NIST ITL Standard.
Review, evaluate, and provide guidance for applicable standards and specifications related development and processes including the ANSI/NIST ITL, the International Committee for Information Technology Standards (INCITS), and International Organization for Standardization (ISO) documents.
Provide document review comments and ballot votes by required deadlines.
Participate as committee members on the INCITS and ISO standards groups. The INCITS standards group meets four times a year and the ISO standards group meets two times per year. Attendance will be required by phone, in-person, and via mixed mode meetings.
Participate as committee members on the INCITS and ISO standards groups by attending additional Working Group Meetings, Ad Hoc, and Expert Group Meetings as directed by the Customer, in addition to other agency meetings as directed by the Customer.
Provide tracking and traceability of applicable biometric standards and specifications to include, but not limited to, detailed document reviews, Action Items, and ballot votes by required deadlines.
Establish a mechanism to ensure project data is accurate, complete, and available to Customer personnel identified by the CO or COR. Must have a deep understanding of how standards and evaluation of biometric data contained in a large biometric system.
Perform biometric examinations and comparisons as part of completing internal BOD and/or external customer request and casework.
Required Qualifications:
Minimum Experience:Five (5) years of direct biometric data and biometric systems experience, of which at least two (2) must be specialized. Specialized experience includes demonstrated experience in areas specifically relevant to the order’s tasks, experience with the ANSI/NIST-ITL, INCITS Biometric Standards, ISO Biometric Standards, and Governing Procedures, or experience with interoperability between large biometrics systems using different specifications.
Minimum Education:Bachelor’s degree (or equivalent) in a discipline related to contract tasks.
Experience and Education Equivalency:Doctorate degree with one (1) year; Master’s degree with three (3) years; Associate’s degree with seven (7) years; or eight (8) years of experience.
Certifications/Clearances:Professional certification in areas as required by contract tasks.
