Job Description - Budget/fiscal Analyst Lead

The purpose of this position, Budget/Fiscal Analyst Lead (E S SEIU 925 Non Supv), is to analyze, organize and manage the post-award financial and business operations for Hematology Program in the Division of Hematology and Oncology. Position responsibilities are specific to the Program's clinical trials that are conducted at both the UW Medical Center (UWMC) and ancillary sites such as the Washington Center for Bleeding Disorders (WACBD). Functional areas include but are not limited to: Program funding analysis, work-flow analysis, and Program revenue projections. Successful performance in this position will require a strong partnership with faculty and staff, both within and external to the program.

Position Complexities

The University of Washington's Division of Hematology and Oncology includes over 400 faculty and 250 staff members primarily located at the UW Medical Center (UWMC), Harborview Medical Center (HMC), Fred Hutchinson Cancer Center (FHCC), VA Puget Sound Health Care System, and the UW Medicine South Lake Union Campus (SLU). Over the past 25 years, members of the Division have developed the world's leading bone marrow transplant program. Additionally, members of the Division have made substantial contributions to many other areas of cancer treatment, including the use of tumor vaccines, cellular therapy for cancer, antibody-based treatments, and novel forms of chemotherapy and hormonal therapy. Our Division is deeply committed to maintaining its position as one of the leading centers for research and treatment of cancer in the world.

The Division of Hematology and Oncology has an outstanding opportunity for a full-time Budget Fiscal/Analyst Lead based on the University of Washington campus. This position reports to the Division Co-Administrator.

This position will provide strategic and tactical support for the Hematology Program through financial review and forecasting, budget development, business processes evaluation, process improvement recommendations, as part of managing the Program's UW- and WACBD-based clinical trial post-award budget portfolio. The Program's budget portfolio includes both investigator-initiated and sponsored trials. As such, this position is required to continuously analyze and integrate information from multiple sources to ensure that all financial data meet compliance requirements as specified by the University, external agencies, institutions, and industry.

This position is required to use critical thinking, independent judgement and knowledge of the academic clinical trial business process to effectively facilitate work-flow and promote a collaborative work environment. This position will maintain dynamic communication with the study investigators, research staff, and numerous University departments in coordinating efforts across multiple program partners, such as Bloodworks NW and the Washington Center for Bleeding Disorders (WACBD), to ensure all post-award aspects of the program's clinical research studies are compliant and financially sound.

Job performance is evaluated in terms of collaborative ability, productivity, appropriateness and effectiveness of decision making, and overall success of the Hematology Program's post-award operations. The successful candidate will be expected to immediately to immerse themselves in the financial and programmatic aspects of the position. Training in UW systems will be provided if necessary, but the candidate is expected to come to the position with relevant education, experience, ability and desire to perform the duties listed below. The duties listed below are intended as a high-level view and do not reflect a comprehensive list all duties.

DUTIES AND RESPONSIBILITIES

Business Process and Fiscal Management - 85%

Evaluate and ensure budget management systems and controls for maintaining fiscal compliance with all applicable organizational policies and procedures, regulations, and sponsor requirements are in place and followed.

Oversee the operational aspects of the financial and administrative components for the Program's sponsored research projects to ensure they are effective and efficient.

Establish and maintain processes to approve and monitor expenditures to include patient care expenditures from entities such as Washington Center for Blood Disorders (WACBD) and UW Medical Center (UWMC).

Ensure that all expenditures are allowable, allocable, and reasonable per applicable restrictions and regulations.

Analyze Program funding to ensure faculty and staff are adequately funded. Meet with investigators and research staff to discuss areas of concern and recommend improvements.

Initiate and monitor non-primary award lines for sub-recipient contracts. Coordinate with other UW departments and external partners as necessary.

Identify any/all issues of fiscal non-compliance, develop procedures to manage these issues and implement as appropriate to reduce audit risk and ensure accuracy.

Create and analyze Workday financial reports. Submit JV, PAA when errors are found.

Review clinical trial charges (payables/receivables) for accuracy to include sponsor and partner invoices, payment allocation and receipts, and to ensure that billing is current.

Provide complex salary, expenditure and revenue projections based on research study accrual and contract terms.

Reconcile clinical trial budgets.

Other - 15%

Organize information in physical and/or electronic format to facilitate workflow within the program.

Evaluate and improve program workflow to facilitate effective and efficient operations.

Actively collaborate with the Division's Co-Administrator, Grant Manager and Project Staff to manage the Hematology Program's UW-based and ancillary site-based post-award clinical trial budgets.

May support Fred Hutchinson Cancer Center (FHCC) based studies as needed.

MINIMUM REQUIREMENTS

A Bachelor's Degree with major study in accounting, business administration, or related field and two years of experience designing, developing, evaluating and interpreting financial information and budget/fiscal policies, or equivalent combination of education/experience.

DESIRED QUALIFICATIONS

Demonstrated skill in using Microsoft Excel.

Experience working with University research staff and related industry staff.

Experience with UW financial systems including Workday, Award Portal and SAGE.

Thorough understanding of UW GIM's and financial policies pertaining to clinical and research financing.

Ability to work effectively and efficiently in a group environment.

Exceptional organizational and customer service skills.

Strong written and oral presentation skills.

Ability to communicate effectively with all levels of faculty, management and clinical research staff.

Ability to convey complex policy and financial information in a manner that is understandable to research staff.

Ability to teach and mentor others in group settings, in one-on-one sessions, as well as remote settings.

Ability to prioritize and organize work independently.

CONDITIONS OF EMPLOYMENT

Fast-paced office environment, with a high volume of often-complex projects.

The work is deadline driven and requires rapid and frequent communications, not only between individuals, but also by computer and/or telephone for much of the day.

Projects may require travel between affiliate locations to facilitate budgeting communication.

The position is located in a research environment on the University of Washington campus.

This position requires a flexible work schedule. Occasional evenings and weekends may be required to meet stringent deadlines from sponsor organizations and companies.
