Job Description - Bus Operations Training Manager



Full-time


Description

The Bus Operations Training Manager leads the development, delivery, and day-to-day administration of bus operations training programs, including new hire training, refresher training, remedial training, and other assigned operator development activities. Reporting to the Assistant Director of Operations Training, this role is responsible for helping ensure bus operators and other assigned personnel receive effective, consistent, and compliant training that supports safe operations, quality customer service, and adherence to agency rules, procedures, and service standards.

This position oversees bus operations instructional staff and training supervisors, manages training records and program documentation, and works closely with Bus Operations, Safety, and other internal partners to maintain strong qualification processes and continuous improvement in bus training programs. The Bus Operations Training Manager helps ensure training content, instructional delivery, and trainee evaluation practices align with operational requirements, safety expectations, ADA-related requirements, and agency goals.

 Bus Operations Training Program Management

  • Manage bus operations training programs for new hires and other assigned bus operator training activities. 
  • Help ensure training programs prepare employees to perform safely, professionally, and in accordance with agency rules, procedures, and service standards. 
  • Oversee day-to-day delivery of bus operations training, including classroom, behind-the-wheel, field, and other instructional components as applicable.      
  • Support continuous improvement of bus training programs to maintain consistency, effectiveness, and operational relevance. 

Curriculum, Instruction, and Training Standards

  • Support development, implementation, and revision of training manuals, guides, lesson materials, testing tools, and related instructional resources for bus operations training. 
  • Help ensure training content reflects current bus operating procedures, customer service expectations, ADA-related requirements, safety rules, and agency policies. 
  • Use adult learning principles, training needs analysis, and instructional best practices to strengthen training quality and consistency. 
  • Present or support delivery of training through a variety of methods and formats as needed. 

Supervision and Staff Leadership

  • Supervise  assigned bus operations training supervisors and instructional staff and provide direction, coaching, and performance oversight. 
  • Assign work, review performance, and help ensure schedules, work quality standards, and training expectations are met. 
  • Support onboarding, development, and consistency of instructional staff through coaching, feedback, and oversight of work practices. 
  • Reinforce  professionalism, accountability, and safe training practices across the bus operations training team. 

Qualification, Records, and Compliance Support

  • Help ensure bus operations training records, attendance data, test results, instructor certifications, retraining requirements, and related documentation are accurate, complete, and current. 
  • Support qualification and requalification processes for bus operations personnel as assigned. 
  • Maintain documentation and administrative practices that support audit readiness, traceability, and internal compliance needs. 
  • Serve as a resource for training procedure development, quality assurance, and standardization efforts. 

Operational Partnership and Safety Support

  • Work closely with Bus Operations leadership, Safety, and other internal stakeholders to identify training needs, address performance gaps, and support operational readiness. 
  • Support the CATS safety culture by reinforcing safe operating practices and reporting safety concerns through established agency processes. 
  • Monitor program effectiveness and training outcomes and support corrective or supplemental training when needed. 
  • Stay informed on relevant developments in transit training, bus operations, customer service, and ADA-related operating requirements.

Bus Operations Training Management – Ability to manage bus operations training programs in a way that supports safety, service quality, and operator readiness.

Instructional Leadership – Ability to guide instructional staff, support quality training delivery, and maintain consistency in curriculum and evaluation practices.

  • Provides direction and coaching to supervisors and instructors. 
  • Supports strong instructional standards and trainee accountability. 
  • Promotes consistency in training delivery and expectations. 

Operational and Regulatory Awareness – Ability to understand bus operating practices, service expectations, and ADA-related requirements and reflect them in training programs.

  • Aligns training content with current operating needs and procedures. 
  • Reinforces safety, customer service, and compliance expectations. 
  • Supports practical application of rules and procedures in the field. 

Training Administration and Documentation – Ability to maintain organized training records, support qualification processes, and ensure documentation is accurate and complete.

  • Maintains dependable records and reporting practices. 
  • Supports audit readiness and traceability. 
  • Reinforces consistency in administrative training processes. 

Staff Development and Accountability – Ability to supervise staff, develop capability, and maintain accountability for work quality and follow-through.

  • Provides constructive feedback and clear expectations. 
  • Supports growth of staff skills and independent responsibility. 
  • Reinforces professionalism and dependable performance. 


Supervision Given to:  

  • Bus Operations Training Supervisor
  • Bus Operations New Hire Training Supervisor  

  Knowledge of: 

  • Principles of training, motivation, supervision, and personnel management.
  • Principles and techniques of curriculum planning, testing, and training program development.
  • Must have knowledge of Bus operating rules and procedures, practices, and regulations related to passenger operations. 
  • Working knowledge of all aspects of related ADA regulations and operations, including vehicle operations, safety, and training

Skill in: 

  • Must have excellent oral and written communication skills

   Working Environment and Physical Demands: 

  • Works in a combination of office, classroom, field training, and bus operational environments. 
  • Requires regular standing, walking, observation of training activities, meetings, and use of standard office, classroom, and mobile communication technology. 
  • May enter bus yards, maintenance areas, operational sites, and other transit  environments with varying noise levels, temperatures, and physical conditions. 
  • May require occasional availability outside normal business hours to support training schedules, operational needs, special initiatives, or emergency response.

Requirements

Minimum Qualifications

  • High school diploma and seven (7) years of experience, Associate’s degree and five (5) years of experience, Bachelor’s degree and three (3) years of experience, or Master’s degree and one (1) year of experience. 
  • Relevant experience should include teaching, training, curriculum development, and bus operational knowledge. 
  • At least two (2) years of supervisory experience. 
  • Experience supporting or delivering training in a safety-sensitive operational environment. 
  • This position is considered safety sensitive under applicable FTA guidelines and is subject to applicable testing and screening requirements. 
  • Preferred Qualifications
  • Experience in public transit bus operations training, operator development, or related workforce training. 
  • Experience supervising instructional staff or managing bus operations training programs.  
  • Experience with training records systems, qualification documentation, or audit-ready compliance processes.
