Job Description - Business Analyst - Collaborative Environment

Position Overview:

The IT Business Analyst acts as a liaison between IT and business units across CBH. Situated in the Data Informatics department, they are responsible for working with end users to fully understand the business definitions of data, including but not limited to, where the data is collected or published, the workflows involved in data collection, gathering both technical and business specifications for projects, and the technologies necessary to make it a useful resource for data consumers. The incumbent will assist in assuring that technical systems meet the company’s data needs for program planning and agency performance measures. The Business Analyst is responsible for translating requirements into specifications involving appropriate analytic reporting and technologies and advocating for the work force work-flow in the creation of new tools/solutions.

  • Assist in assuring both internal and external program integrity by being alert to and reporting suspected instances of provider and employee fraud, waste or abuse.
  • Evaluate/learn tools to help inform which tools best suit solutions.

Essential Functions:

  • Investigation and documentation of various work processes
  • Developing model reports/ templates to support end-user self-service and to improve validity of data collected.
  • Analyzing reporting requirements to determine if needed data already exists in reporting environments
  • Collaborating with business stakeholders, developers, analysts, data architects, database administrators and business analysts in business units as well as both local and enterprise technology units to meet reporting needs of stakeholders
  • Ensuring data quality is maintained by identifying data integration errors and working to improve data quality
  • Determining ways to reuse data structures and processes to meet other reporting needs
  • Providing support to data integration developers by documenting rules and procedures required to transform, process and load data into reporting solutions

Position Requirements:

  • Bachelor’s Degree in Computer/Information Science, or related field preferred

License/Certification: N/A

  • Relevant Work Experience: Minimum of 3 years of experience in business process engineering and software development life cycle including analysis, design, development, testing and implementation of software applications
  • Interest in working in behavioral health is required; experience is preferred
  • Other combinations of education and experience may be evaluated on a case-by-case basis
  • Works with customers, internal stakeholders and SMEs to fully understand requirements which enable accurate translation and prioritization of features and stories.
  • Accountable for the translation of high-level business requirements to actionable stories.
  • Incorporates and creates stories with detailed requirements, business rules, use cases, and acceptance criteria illustrating business needs in support of the business vision.
  • Strong advocate for cross functional business development, requirement reuse across all product and business spectrum.
  • Works to gain commitment from stakeholders and team members.
  • Assess and validate integration/solutions and data integrity/quality
  • Create data mapping and data flow diagrams
  • Assess the impact of data and software changes on the current and future business
  • Participate in data exploration and conceptual design for strategic initiatives
  • Delivers presentations and demos to executives and large audience meetings.
  • Acts as the point of collaboration to assure all members of the product team stay aligned, communicate effectively and understand the current feature set, goal and future vision.
  • Ensures proper documentation and effective knowledge transfer exists for all parties involved including development, quality assurance, marketing, product support, implementation and education
  • Facilitates and conducts meetings and interactions of necessary support groups. Be the user advocate on the development and product management teams.
Technical Skills Required:
  • Experience in MS Office suite, including Excel
  • Intermediate relational database understanding required
  • Familiarity with SQL required
  • Exposure to data capture technology solutions (i.e.: SharePoint, QuickBase, Formverse, etc.)
  • Excellent critical thinking, analytic, evaluation and problem-solving skills required
  • Ability to prepare clear, accurate and informative reports and documentation
  • Experience in implementing business intelligence reporting and analytics solutions is preferred

  • Excellent written and oral communication skills
  • Strong interpersonal skills with a customer service orientation
  • Ability to communicate effectively between subject matter experts and developers to ensure accurate translation of business needs to implementation efforts
  • Solid presentation skills for both technical and non-technical audiences
  • Excellent training and mentoring skills
  • Ability to work independently and in a team environment
  • Ability to work under tight project deadlines
  • Ability to plan, schedule and organize multiple priorities and high volume of work

Philadelphia Residency Requirement:

  • The successful candidate must be a current Philadelphia resident or become a resident within six months of hire.
