Job description
We are looking for a Business Development/Capture Manager to join our talented team. The business development/capture manager works on selected opportunities and oversees bid strategies, pricing, teaming, and proposal strategies. A major focus for the role is to manage the transition from opportunity discovery to the proposal process where the opportunity is closed. Often, the business development/capture manager must sell the opportunity internally as well as to the client in order to get the resources necessary for pursuit and proposal development.
Role: The role of a BD / Capture manager includes the following:
Conducts research and uses information compiled by the staff to determine the best price and the best slate of services for the bid
Meets with prospective customers to answer questions and discuss a possible contract
Closes the deal or makes the final sale and brings in new business for the company for the best possible price
Expands the client base while maintaining existing clients
Understands every aspect of a business opportunity including the scope of the project, how many resources will be needed, the impact on schedules, competitive pricing and budget concerns
Studies key competitors and works with proposal developers to ensure that a top-notch proposal is submitted to the prospective client
Answers questions in the proposal and is involved in every phase
Assigns sections of the proposal to the appropriate experts on the team
Holds meetings to ensure the work on the proposal is moving forward quickly enough to meet the deadline
Establishes and builds relationships with prospective and existing clients
Develops a plan for making regular contact with prospective client targets
Responsibilities: The BD/Capture Manager will identify the resources needed to pursue a business opportunity; oversee bid strategies, pricing, teaming, and proposal strategies; and manage the transition from business opportunity to proposal development to award. The responsibilities include:
Development consulting plan, document and manage the internal and external capture project efforts
Analyze the organization’s strategic plans and devise the marketing plan for a win strategy
Determine what the potential customer needs to ful?ll the requirements of the opportunity
Research and gather insights, conduct competitor analysis and assess the pricing strategy
Generate a baseline and program plan; appoint, supervise, and collaborate strategies with the proposal team
Coordinate and manage the bidding and proposal process; serve as primary point of contact between the proposal team and the program management
Monitor, review, and direct weekly proposal; provide executive-level guidance to the Proposal Manager and Program Manager for development of the Executive Summary
Participate as an independent proposal evaluator in all major proposals review
Requirements: The candidate needs to meet the following as minimum requirements for this role
Bachelor's degree and at least 5 years (10+ years preferred) hands-on experience in capture management, business development, and program management activities.
Experience in translating customer views & pain points and market data into new capture opportunities that could be driven from affordable, innovation, and/or associated value propositions.
Experience leading pursuit efforts with a value of $50 million or greater in the domestic or international marketplace.
Familiarity with all major contract types such as large Indefinite Delivery, Indefinite Quantity (IDIQ) Vehicles, cost plus, incentive type and fixed price.
Understanding of the various Federal government agencies such as DoD, DHS, CMS, Army
Working knowledge of U.S. Government procurement policies and regulations.
Frequent use and general knowledge of industry practices, techniques, and standards as use in business development operations.
Ability to manage capture teams, assign and monitor work of exempt and/or non-exempt employees on a daily basis and actively assist or provide direction to subordinates as required
Solid leadership and time management skills.
Ability to develop and administer budgets and standards of performance.
Willingness to travel. Depending on location travel may be 25% or more.
Ability to analyze strategic issues, excellent written and verbal communications
High proficiency in MS Office; excellent written and oral communication skills
