Job Description - Business Development Manager Federal Contracting

Responsibilities: Manage federal contracting pipeline and capture planning strategy, tracking opportunities and managing resources needed against active bids.
Lead and advise in making go/no go decisions.
Lead the development and execution of bid and proposal submission, including the overarching strategy, technical response, qualifications, recruiting, selection of teaming partners, pricing, and contracting.
Facilitate bid strategy sessions, manage the proposal development process, set up proposal review checkpoints, and ensure submission of a bid within RFP guidelines and deadlines.
Proactively seek opportunities to position the firm for small business set-aside and sole source opportunities in the pre-solicitation stages.
Required experience: Bachelor's Degree, MBA preferred.
6-10 years of relevant professional experience.
Solid understanding and experience within the Federal market, with a preference for a track record of selling at least $6-$10M in the Federal Space, especially for key target agencies.
Proven experience in the Proposal Development Life-cycle from the pre-RFP capture phase through BAFO, contract negotiations, and award notification.
Proven experience leading Bid and Proposal Management of bids in the Federal market.
Experience qualifying opportunities and forecasting resources needed for a winning bid.
Solid ability to build relationships, lead teams, and drive processes.
Ability to work independently and as part of a team and lead proposal teams.
Excellent communication and attention to detail, including excellent writing skills.
Microsoft Office suite (PowerPoint, Word, Excel).
Experience utilizing federal state and local contract databases, (FBO, etc.).
