About Us

The NC Department of Administration is the business manager for North Carolina state government. The department oversees Government Operations such as building construction, purchasing and contracting for goods and services, maintaining facilities, managing state vehicles, acquiring and disposing of real property, and operating auxiliary services such as courier mail delivery and the sale of state and federal surplus property. Additionally, the department manages many of the state's advocacy programs that provide assistance and services to diverse segments of the state's population that have been traditionally underserved.

The Surplus Property Director provides strategic leadership and oversees the daily operations of North Carolina's State and Federal Surplus Property programs. This role ensures compliance with legislative mandates, including the North Carolina Administrative Code and pertinent federal guidelines. Key responsibilities encompass managing asset disposition, financial administration, budgeting, human resources, procurement, and operational support. The Director administers an annual operating budget of $2.5 million and directs the disposition of approximately $19 million in state assets each year. Additionally, the Director collaborates with executive leadership to develop and implement policies, procedures, and regulatory frameworks that ensure compliance with applicable state and federal laws, while optimizing program efficiency and effectiveness.

  • Oversee the development and dissemination of communications to government agencies regarding  information on State Surplus policies and procedures to facilitate the efficient receipt and disposal of surplus property.

Department Overview: DOA serves as the business manager for state government, overseeing government operations inclusive of building construction, purchasing, and contracting for goods and services, managing state vehicles, acquiring, and disposing of real property, as well as operating auxiliary services such as courier mail and sale of state and federal surplus property. Additionally, the department provides facility maintenance services and advocacy programs. Facility services include the maintenance of state-owned and leased buildings and ground keeping. The department's advocacy programs provide support, assistance, and services to diverse segments of the state's population that have been traditionally underserved. Within its role as a service provider to other state agencies, the Department of Administration provides staff support to several boards and commissions which advocate for the special needs of North Carolina’s citizens.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:

Bachelor’s degree in accounting, business, finance or other discipline related to the area of assignment from appropriately accredited institution and five (5) years of progressive related experience, in which, two (2) years should be in a supervisory role, or equivalent combination of education and experience.
